About this file

This document is a Justification for Single Source Awards under Simplified Acquisition Procedures (SAP) for a federal contract opportunity. The Department of Veterans Affairs, VISN 06, Network Contracting Office 06 is seeking to procure 21 Schick 33/3.0 dental x-ray sensors for the Salisbury VAMC and Kernersville HCC, with an estimated total value not exceeding the Simplified Acquisition Threshold of $250,000.

The agency has determined that the Dentsply Sirona Schick 33/3.0 sensors are the only compatible option with the existing Sidexis x-ray equipment used at the clinics. Market research confirmed that no other brands can meet the required interface and diagnostic capabilities. As a brand name justification, the VA Rule of Two cannot be met, and the government has historically been able to procure these items from only two large businesses. The contract is needed to replace aging sensors and address latency issues that are impacting patient care.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-24-AP-5207

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Network Contracting Office

06, 100 Emancipation Dr., Hampton, Virginia 23667, for the Salisbury VAMC, 1601 Brenner AVE, Salisbury, NC 28144. PR NUMBER: 659-24-3-048-0532.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This contract request is for new Schick 33/3.0 Starter Kit. The Schick33 3.0 Sensor Starter Kit is required as a replacement to the system already in use. The dental service needs replacements of Dental x-ray sensors for the Salisbury VAMC and Kernersville HCC. The total quantity for the order will be 21 Schick 33/3.0 x-ray sensors: 11 for Salisbury and 10 for Kernersville. These sensors are needed to solve latency that the x-ray system is currently experiencing that is adding to the delay of patient care. If the images are not sent in a timely manner, dentist will be unable to read/diagnose at the time of exam. The estimated amount of this acquisition is in total.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification. The x-ray sensors currently utilized by the facilities need to be replaced. This Dentsply Sirona x-ray sensor is the only sensor that is compatible with the Sidexis x-ray equipment that utilized by the clinics. The X-ray sensor kit will allow all current digital intraoral x-ray tube heads, panoramic x-ray, and digital dentistry lab equipment to interact and correctly capture images. This allows diagnosis of 2D and 3D x-rays within the Sidexis software for efficient full-mouth images. Other brands are not compatible with the equipment and software on-site.

The Dentsply Sirona x-ray sensors are the only compatible sensor with Sidexis x-ray equipment that is utilized in all three clinics across the Salisbury VA Health Care System.

4. Description of market research conducted and results or statement why it was not conducted:

Many digital x-ray sensor supplier’s web sites were researched to determine if the minimum features required could be met. Only one brand can meet the correct interface capability and diagnostic requirements in which these features are proprietary to integrate with current x-ray program. The VA Rule of Two cannot be met. The required items are identified from three (3) large businesses. Other research indicates that the Government has only been able to get these items from two different large businesses (open market) including three recent procurements from
