The previous J&A for FA8126-17-C-0004 stated that a transition plan to performing the ESDS effort organically was determined to be cost prohibitive and could lead to unacceptable delays and JGA would not sell the data rights to any other vendor. New numbers were calculated showing the costs have continued to increase and is still cost prohibitive and would lead to unacceptable delays, as annotated in Section V. The Government researched and still has not found any current contractor that has developed the encryption utility system that JGA, Inc. has developed, that will meet the NSA standards, annotated in Section V. The Government will continue to search for other contractors capable of satisfying the ESDS requirement.
