About this file

This is a Justification and Approval (J&A) document for a sole source contract with Leeds Precision Instruments, Inc. for external repairs and preventative maintenance services on forensic microscopy equipment.

The Federal Bureau of Investigation's Laboratory Division, specifically the Terrorist Explosive Device Analytical Center (TEDAC), requires a three-year service agreement for maintenance of Leeds Precision Instruments' LCF microscopes and associated cameras used to conduct forensic examinations of Improvised Explosive Devices (IEDs). The microscopes are located in Huntsville, Alabama. The contract is a Firm Fixed Price arrangement classified as a new contract. The FBI justified the sole source award under 41 U.S.C. 3304(a)(1) and FAR 6.302-1 (Only One Responsible Source/Brand Name Specification), citing that Leeds is the Original Equipment Manufacturer and the only authorized vendor capable of performing maintenance without voiding manufacturer warranties or causing equipment damage. Market research conducted through GSA and the open market identified no other capable sources. The FBI noted that unauthorized vendors lack access to proprietary information, technical data, schematics, and verified OEM components required to return systems to factory specifications. Leeds provides factory-trained technicians, ISO 17025 certifications for magnification matching and measurement capabilities, and can service internal optics without voiding system warranties. A Notice of Intent to Sole Source was posted on SAM.gov with no competing sources expressing interest. The Contracting Officer determined pricing fair and reasonable by comparing maintenance costs to the cost of purchasing new equipment and referencing Leeds' published price lists. The document was executed by the Requestor on 4/27/2026 and the Contracting Officer (Robert Shifflet) on 4/27/2026.

Inc. currently manufactures these microscopes and has the capacity to maintain microscopes generated by other manufacturers. A five-year agreement will be more cost effective than the annual visit fee. Leeds Precision Instruments Inc. manufactures the microscopes and associated cameras and has an impeccable record of past performance in maintaining our equipment. It is for these reasons that Leeds Precision Instruments Inc is the preferred vendor to conduct the service maintenance.

4. The statutory authority permitting other than full and open competition.

The Federal Bureau of Investigation’s selected statutory authority which permits restricted (other than full and open) competition for this requirement is listed below.

41 U.S.C. 3304(a)(1), FAR 6.302-1 — Only One Responsible Source (Brand Name

Specification)

5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.

The Federal Bureau of Investigation’s qualifications of the selected statutory authority which permits restricted (other than full and open) competition for this requirement is stated below. 41 U.S.C. 3304(a)(1), FAR 6.302-1 — Only One Responsible Source (Brand Name Specification) Unique qualification(s) application: There is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. Unique qualification(s) details: The Laboratory Division (LD) Terrorist Explosive Device Analytical Center (TEDAC) currently requests Leeds Precision Instruments, Inc. to visit annually to conduct equipment maintenance and performance checks on all microscopy related equipment. The reasonable basis upon which a sole source determination was made includes market research and the impact to existing systems/warranties. Based on market research conducted through GSA and the open market, LEEDS Precision Instruments, Inc. is the only authorized vendor capable of meeting the Government’s requirements. As the Original Equipment Manufacturer, only LEEDS Precision Instruments, Inc., service the existing microscopes without voiding any manufacturer warranties or causing significant damage.
