STATEMENT OF WORK
James Campbell National Wildlife Refuge U.S. Fish & Wildlife Service Provide Bunkhouse
BACKGROUND
A. Station Name: James Campbell National Wildlife Refuge B. Location: James Campbell NWR is located in Kahuku, Ko‘olauloa on the island of O‘ahu 56-795 Kamehameha Highway Kahuku, HI 96731 The Refuge was established in 1976 for the purpose of providing habitat for endangered Hawaiian waterbirds.
The refuge provides habitat for four endangered Hawaiian waterbirds: ae‘o, ‘alae ke‘oke‘o, ‘alae ‘ula, and koloa maoli, as well as a variety of seabirds, migratory shorebirds, and migratory waterfowl. You may also observe the native ‘auku‘u, state-protected pueo, and endangered ʻōpeʻapeʻa. At the beach, you may be able to observe the threatened honu, endangered honu ʻea, and endangered ʻīlioholoikauaua.
C. New Bunkhouse – The Refuge is seeking a supplier to provide a new shipping container bunkhouse of approximately 1,000 sq, ft. in three (3) separate containers. Two (2) 40’ containers shall include three (3) equally sized bedrooms each for a total of six bedrooms. All bedrooms to be ADA/ABA compliant. The third (3) 40’ container shall include 2 separate toilet/shower rooms with one being fully ADA/ABA complaint, living/dining/kitchen, and a separate laundry room.
D. The containers are delivered to the site only. The refuge is responsible for erecting, attaching, and all utility connections.
2.0 SCOPE OF WORK
Base Requirements A. The supplier/vendor shall provide sample floor plans indicating compliance with the requirements listed below as part of their bid package.
B. The supplier/vendor shall assume that there will be 3-5 one-hour design and review sessions with the Refuge team. This meeting can be on site or on-line.
C. The contractor shall provide product literature, plans, shop drawings, warranties and other information required to verify that finished product meet requirements listed below. All interior and exterior finishes are expected to have a minimum 20-year life expectancy.
D. The electrical planning should consider the ability to convert system to solar power.
A. Line Item 01 – Provide Bunkhouse Containers
a. Description: Task 1 – Provide Two (2) 40’ Bunkhouse Corrugated Metal Containers for use as bedrooms. Prefer single use containers or containers that have no evidence of rust and or through metal damage and no dents or blemishes larger than 4” in diameter. Each unit shall require the following:
i. Exterior to be 22-gauge metal, single use containers with durable salt resistant painted finish. Color to be selected from standard range of colors
ii. Roofing the single ply membrane wrapped over the roof and attached at the vertical surface.
iii. Bedrooms to be 100 sq. ft. minimum
iv. Partitions separating bedrooms to be insulated to prevent the transmission of sound, caulked, and sealed at the top and the bottom
v. Flooring to be luxury vinyl plank with baseboard on a solid plywood base. The flooring shall be installed to include space beneath the baseboard for expansion.
vi. Walls to be of a durable material (abuse/mold resistant) drywall, fiberglass reinforced panels, or other sheet material than can be finished to provide a home like experience, wall finish to be a durable exterior/interior enamel type paint that easily washable, solid wood door trim, window and baseboard, all trim to be finished on all sides. No MDF permitted.
vii. Insulation to be spray applied to maximize the R-value per inch and minimize the depth of exterior framing.
viii. (1) 3’-0” wide fiberglass exterior door with hardware that includes threshold, weatherstripping, self-closing hinges and a deadbolt style lock, head and jamb flashing to prevent water intrusion
ix. (2) 3’-0” minimum wide double pane fiberglass window one on each each side of the bedroom that meet emergency egress requirements
x. Electrical to comply with IRC and NEC, provide 8 duplex receptacles per bedroom, 2 on each wall, there shall be a conduit located on the wall run to underside of container and capped to a potential wall mounted television or monitor, USB Wall Outlets / Chargers – Product Collection – Leviton or approved equal
xi. One connection point for electrical service including a NEMA rated outdoor waterproof box, all breakers to be arc fault type.
xii. HVAC to be split system with individual controls at each bedroom, exterior unit mounted to the side of the container. The units shall be sized for proper temperature and humidity control. Flashing to prevent water intrusion.
xiii. Ceiling to be of similar construction as walls or suppliers standard finish and include a minimum of 4 LED lights and a high efficiency 48” ceiling fan. The ceiling light and fan shall be switch controlled at the entry door
xiv. Each unit shall include an exterior LED entry light with a switch in the same location as ceiling and fan light, and an exterior GFCI protected receptacle near each entry door
xv. Interior curtain rods at windows mounted to concealed solid wood blocking
xvi. Hard wired smoke/CO2 detectors at each bedroom with battery back-up and ADA/ABA horn strobe
xvii. Provide 10# ABC fire extinguisher mounted on solid wood blocking mounted adjacent to door
xviii. Provide dry or wet sprinkler system per NFPA 13
b. Description Task 2 - Provide one (1) 40’ Corrugated Metal Container for use as two (2) toilet showers, one washer dryer space, and a kitchen/living/dining space. The unit shall provide a sprinkler system connected via the domestic water system. This unit shall require the following:
i. One (1) ADA/ABA fully compliant toilet/shower room (see attached examples, or similar) with all accessories such as but not limited to grab bars mounted to concealed solid wood blocking, transfer seat, mirror, paper towel dispenser, rob hooks and towel bars,
1. Materials are to include through body color tile and floors and waterproof barrier and wall tile on cement backer board. Floor tile to be slip resistant.
2. Moisture resistant and durable ceiling with low sone ceiling fan to prevent moisture from accumulating, fan switch to be on timer, switch for light over shower. Fan to be located over or adjacent to the shower. Provide exhaust to exterior wall with flashing to prevent water intrusion and bug/rodent resistant.
3. GFCI protected duplex receptacle next to sink top.
4. LED lighting located above shower, center of room and 6” in front of mirror.
5. 3’-0” fiberglass door with all hardware, trim and flashing noted for bedrooms
6. 12” x 36” fiberglass awning window located 6-4” above finished floor with exterior wall flashing to prevent water intrusion.
7. HVAC to be split system with central control in kitchen/living/dining area suitably sized for proper temperature and humidity control.
8. Provide either point of source electric water heater at sink or a single high efficiency electric heat pump style water heater size for 2 showers, 2 bathroom sinks and kitchen sink Rheem Tankless Electric Water Heaters - Performance Tankless Electric 18kw - RETEX-18 - Rheem Manufacturing Company

ii. One (1) toilet shower room
1. Materials are to include through body color tile and floors and waterproof barrier and wall tile on cement backer board. Floor tile to be slip resistant.
2. Moisture resistant and durable ceiling with low sone ceiling fan to prevent moisture from accumulating, fan switch to be on timer, switch for light over shower. Fan to be located over or adjacent to the shower.
3. GFCI protected duplex receptacle
4. LED lighting located in shower, center of room and 6” in front of mirror
5. 3’-0” fiberglass door with all hardware noted for bedrooms
6. 12” and 36” fiberglass awning window located 6-4” above finished floor
7. HVAC to be split system with central control in kitchen/living/dining area sized for proper temperature and humidity control.
8. Natural stone or quarts countertop with undermount sink
9. 36” solid wood and/or plywood sink vanity frame (no MDF products) with under counter mounted sink. Provide low flow faucet set by:
Delta 35749LF-BL Nicoli 1.2 GPM Widespread Bathroom Faucet | Build.com or approved equal, with 2 matching bath towel bars and 1 hand towel bar, and 2 single robe hooks, with concealed solid wood blocking.
10. 36” x 30” mirror
11. Shower area to have floor drain, mixing valve, and solid fiberglass or tile base. Shower head to be low flow, trim to be:

iii. Kitchen/Living/Dining
1. Minimum 160 sq. ft.
2. Kitchen to include the following:
a. Space for owner provide dish washer
b. Solid wood frame cabinetry
c. One 36” pantry type cabinet
d. 36” space for refrigerator
e. 72” base cabinetry
f. Open shelving above counters (except over sink)
g. 30” sink base for double bowl stainless steel under counter mounted sink
h. 30” range hood with direct duction to exterior with flashing to prevent water intrusion and bug/rodent resistant
i. 2’-0” wide window behind sink
j. Natural stone or quartz countertop with 4” matching backsplash or ceramic tile to underside of cabinets or wall with shelving. Wall behind open shelving to be ceramic tile.
k. Wall cabinet for
3. Flooring to be luxury vinyl plank with baseboard
4. Partitions separating bathrooms, kitchen/living/dining and laundry to be insulated to prevent the transmission of sound, caulked, and sealed at the top and the bottom.
5. 7. Electrical to comply with IRC and NEC, provide 8 quad receptacles spaced at non-counter areas of living/dining area, and provide one (1) quad GFCI receptacle for each 4’-0” of counter space, and to be 1 minimum on each side of sink each receptacle to be
a. USB Wall Outlets / Chargers – Product Collection – Leviton or approved equal
8. Include 2, 3-0” single full light fiberglass doors or a single 6’ fiberglass sliding glass door with hardware noted for bedrooms, trim to match bedrooms and flashing to prevent water intrusion.
9. Two (2) 3’-0” wide double pane fiberglass windows opposite side of the entry doors/slider that meet emergency egress requirements. Trim to match bedrooms and flashing to prevent water intrusion.
10. One connection point for electrical service including a NEMA rated outdoor waterproof box, all breakers to be arc fault type
11. HVAC to be split system with central control, exterior unit mounted to the side of the container. Sized for proper temperature and humidity control.
12. Ceiling to be of similar construction as walls or suppliers standard finish and include a minimum of 8 LED lights and a high efficiency 48” ceiling fan. The ceiling lights and fan shall be switch controlled at the entry door, provide under cabinet lighting separately switched.
13. Interior curtain rods at windows mounted to concealed solid wood blocking
14. Hard wired smoke/CO2 detectors at each bedroom with battery back-up and ADA/ABA horn strobe
15. Wiring, power and concealed solid wood blocking for wall mounted television
16. Provide 10# ABC Fire Extinguisher mounted on concealed solid wood blocking
iv. Laundry area
1. Minimum 42” deep
2. Provide luxury vinyl plank flooring with baseboard
3. 7’-0” clear opening for washer dryer
4. Provide one (1) GFCI duplex receptacle at each side of washer dryer, conduit surface mounted
5. Provide 208V/30 amp receptable for dryer
6. Provide GFCI duplex receptacle for washer
7. Provide wall switched 4’ LED surface mounted ceiling light
8. Provide exhaust weatherproof dryer exhaust to opposite side of entry doors of container with flashing to prevent water intrusion and bug/rodent resistant.
9. Provide 10# ABC Fire Extinguisher on concealed solid wood blocking E. Additional Codes and Regulations to follow
(i) IRC
(ii) NEC
(iii) NFPA 13 F. Deliverables (If applicable)
· Vendor will coordinate with station POC at least two weeks in advance of dropping off containers.
· Delivery will not take place before 8 am daily.
· Equipment used for delivery shall be done in a safe and orderly fashion. Caution should be used to avoid damage to walkways, lawns, and other vegetation. Vendor will be responsible for repairing any damaged caused to lawns, driveways, buildings, or other vegetation due to neglect or attention to detail.
Additional Requirements
2.1.2. Period of Performance / As soon as possible
A. Delivery shall be within 180 days after receipt of Notice to Proceed. All contract paperwork; certified payroll, daily reports, warranties, close-out documents, release of claims etc… within 30 days of acceptance of work.
B. Work shall commence by As Soon As Possible
3.0 SUPPLEMENTARY INFORMATION
Project Location & Availability
3.1.1. Project Location
Project is located: 56-795 Kamehameha Highway Kahuku, HI 96731
3.1.2. Work Hours:
A. Normal work hours at the station are 8:00am to 4:30pm, Monday through Friday, excluding Holidays. Coordinate with staff if access to the site is required.
B. Additional hours outside normal work hours may be requested and are subject to approval by Station staff and the Contracting Officer.
3.1.3. Staging Area
A. Staging Area is located at work site (approved by the local USFWS staff)
3.1.4. Site Visit
A. A PRE-quote MEETING shall be held on May 31, 2023, at 2:00 PM on-site at the Refuge. It is strongly encouraged that all prospective quoters attend.
Technical Coordinators

3.1.6. Station Manager:
Inspection and Acceptance A. Comply with the USFWS Region 1/7/8 General Engineering Requirements.
B. The work shall be accepted when all the work is completed as described here within and in accordance with any contract specifications. Work will be inspected to assure compliance with the contract documents.
Government Furnished Materials C. The FWS will provide the following items related to this project:
(i) Access to Work Site
(ii) Examples of ADA/ABA toilet/shower rooms. It is the contractors responsible to thoroughly review and comply with these requirements whether these examples are used or if the contractor proposes and alternate layout.
(iii) Photographs of precedent images
3.1.7. Submittal Log
A. Submittal Log shall be furnished within 15 calendar days of Contract Award.
B. Submittal Log shall meet Contract Specifications contained in the Contract Documents.
C. Submittal Log shall at a minimum contain: Contractor Name, Contract Number, Project title, Date of Revision, Sequential Numbering, Date Submitted, and Date Approved.
D. Product Data shall be submitted for all materials to be installed and used on the project.
E. Product Data shall include technical cut sheets, shop drawings, required samples, mockups and other test reports as required by the Specifications.
3.1.8. Delivery and Fabrication Schedule:
A. The Contractor shall furnish the preliminary work schedule within fifteen (15) days after award of contract. Construction Schedule shall be prepared on electronic scheduling software (Primavera, MS Project, etc.)
B. Schedule shall be in portable digital file (.pdf) format showing all major portions of work.
C. Schedule shall be updated once a week/month and submitted to the Contracting Officer Representative or Technical Coordinator.
3.1.9. Schedule of Values
A. The Contractor shall furnish a detailed Schedule of Values within fifteen (15) days of award of contract. This schedule shall be based upon the Contract Bidding Schedule but with sufficient additional detail to allow accurate calculation of the monthly progress payment.
B. Lump sum bid items shall be broken down into their component parts, i.e., mobilization, bond and insurance, excavation, backfill, forming, metalwork, concrete work, framing, roofing, etc. with a cost figure for each item.
C. Schedule of Values shall have at a minimum: Contractor Name, Address, Contract Number, Current Date and Performance Period.
3.1.10. Payment
A. Contractor shall submit a draft invoice 5 workdays prior to sending to the Invoice Processing Platform (IPP), along with the agreed Schedule of Values to COR or Technical Coordinator for review and concurrence.
B. Payment will be processed monthly in accordance with the approved Schedule of Values that indicates the dollar value for each Line Item.
C. Submit paid invoices to support any requests of payment for stored materials.
D. Submit a certified invoice (with signature and date) that clearly indicates the contract number, task order number, USFWS field station name, project name, Contractor name/address/contact person and phone number/email, sequential invoice number, inclusive dates for work invoiced, original contract dollar amount, any contract modification dollar amounts issued to date, grand total contract amount, total value earned to date, cumulative previous payments, net dollar amount due this invoice.
3.1.11. Substantial Completion
A. Submit a preliminary list of unfinished work and notify the COR or Technical Coordinator at least ten (10) calendar days prior to the anticipated date of completion of all work.
B. The COR or Technical Coordinator will perform final walk through as promptly as practicable.
C. The Contractor representative or Technical Coordinator responsible for the work shall be present at the final walk through and shall submit a preliminary list of unfinished work.
D. A final list of Punch-list items shall be submitted to the Contractor for final completion.
3.1.12. Closeout Documents
(i) Include fully executed manufacturer’s standard material, product, and equipment warranties.
