About this file
This document is a Request for Applications (RFA) from the Massachusetts Department of Mental Health (DMH) seeking Applicants interested in obtaining grant funding to establish Jail/Arrest Diversion projects in one or more communities in the Commonwealth of Massachusetts. The RFA outlines various project types that Applicants can apply for, including a Co-Response program, a Crisis Intervention Team Training and Technical Assistance Center (CIT-TTAC), and other related initiatives. Applicants may submit cost proposals that diverge from the RFA's stated project cost corridors, but must provide appropriate justification. The RFA specifies a 10-page limit for application submissions and provides guidance on community implementation strategies, eligible organizations, and other requirements. Municipalities and organizations with established jail diversion programs are eligible to apply, as long as they are proposing to materially change their scope of services.
The RFA indicates that the cost corridor amounts refer to annual, fiscal year costs, and that multi-year requests will require annual budget sheets. Applicants proposing Co-response programs must be cognizant of their relationship with the local Emergency Service Program to avoid duplication of services. DMH expects any CIT-TTAC to offer both conventional and specialized or enhanced training opportunities, as well as ongoing technical assistance. The RFA also provides clarification on eligible applicants, including that non-profit organizations can serve as the lead applicant for the Co-Response program with appropriate collaboration and support from police departments.

| Question # | Created Date | User Created | Question Subject | Question | Answer | |
11/7/17 | Kristi Fritscher/City of Fitchburg | Award Amounts | Good afternoon, my question is in regards to how much an agency apply for per year? I see that under each exhibit in the application there is amount listed next to cost corridor, but wasn't sure if that is per year or for the overall grant duration. Thank you. | The cost corridor amounts refer to annual, fiscal year costs. (Year 1 requests may require a pro-rated budget if a start date occurs later in the fiscal year.) Multi-year requests will require annual budget sheets for each subsequent year in addition to year 1. |
11/9/17 | Lisa Chabot/Advocates, Inc. | Project Request Dollar Maximum | We noticed a discrepency for how much applicants can request for the CR-TTAC program. The RFP lists the max at $250K and the Grant Application document lists it at $300K. Can you please clarify? Thank you! | The cost corridor for the CR-TTAC model is 60K-250K. The Grant Application Form will be revised to reflect the correct amount. |
11/13/17 | Jenna Savage/City of Boston | Term definition | Could you please define the word "regional" in the context of the cost corridors for a Co-Response program project? Can a program that covers multiple districts of a large city be considered regional? | DMH defines a "regional Project" for the purpose of this RFA as: a grant supported program whose services are shared across and available to more than one municipality. A regional Project may be requested by a single Applicant or by joint Applicants. Applicants may submit cost proposals that diverge from the RFA's Project cost corridors. Should they do so, ample explanation for this should be provided in the Budget Narrative of the Response. |
11/16/17 | Lisa Chabot/Advocates, Inc. | MOU/LOS requirement | As explained in Section H, are applicants required to submit Memoranda of Understanding AND Letters of Support, or are Letters of Support acceptable on their own (as long as we submit the required three)? | Both are not required. Any existing MOU's relevant to a Project Proposal can be substituted for a Letter of Support. It is likely that most new Applicants will only supply Letters of Support, especially if developing new, formal collaborations are an intended outcome of the proposed grant activity. |
11/16/17 | Lisa Chabot/Advocates, Inc. | Total pages | Does the double-sided, single spaced 10 page limit mean five double-sided pages, for a total of 10 pages, or 10 double-sided pages, for a total of 20 pages? | The page limit is 10 pages in total. (5 double-sided pieces of paper). |
11/16/17 | Lisa Chabot/Advocates, Inc. | Timeline of grant funds | Does the total amount available per award (per grantee) refer to an annualized award, or for the timeframe 1/1 ? 6/30? | The cost corridor amounts refer to annual, fiscal year costs. (Year 1 requests may require a pro-rated budget if a start date occurs later in the fiscal year). Multi-year requests will require annual budget sheets for each subsequent year in addition to year 1. |
11/16/17 | Anne Spillane/Town of Barnstable Police Department | Eligbility to apply for grant if we have already had a Jail Diversion Grant | The Barnstable Police Department currently has a grant BD-15-1022-DMH08-8220A-00000002269 Crisis Intervention Team Expansion: Training and Technical Assistance Centers, CIT Programs and Other Innovative Police-Based Behavioral Health Jail Diversion Program which ends on June 30, 2018 with no options to renew/extend our current grant. Would we be eligible to apply under Bid Solicitation: BD-18-1022-DMH08-8210B-21306 although we have already established a Jail Diversion Program if we were to add to the scope of our program or is it only open to PDs who have not established a JDP? | Municipalities and organizations with established jail diversion program (JDP) grants are eligible to apply for projects under this RFR. Current Grant holders in the DMH Jail Diversion Grant Program do not need to re-apply in response to this RFA if they have remaining renewal option year(s) available and wish to continue their scope of services as prevsiously agreed. However, if a current Grant holder is now in their final year (FY2018) and/or desires to materially change their scope of services for FY2019, they must submit an application in response to this RFA in order to be considered for a new Grant. |
11/17/17 | Jennie Welch/Town of Tewksbury | We have been awarded funding for a regional effort in the amount of $29,000. Due to the large amount of need in our community alone, can we apply for our own 40 hour clinician rather then obtaining additional funding to help pay for the collaborative clinician? | If a current Grant holder desires to materially change their scope of services for FY2019, they must submit an application in response to this RFA in order to be considered for a new Grant. | |
11/17/17 | Lisa Chabot/Advocates, Inc. | Eligible Organizations | In an RFR from a few years ago, applicants had to be the police department, or a similar agency. This RFR seems open to non-profit organizations applying for all programs within the RFR. Can you please confirm that non-profit organizations are eligible and we do not have to have the police department apply as lead? | Non-Profit organization Applicants applying for TTAC, Trainer/Consultant, Community Planning and/or Drop-Off Center Project types are not required to jointly apply with a Co-Applicant (e.g., police department or town/city). |
11/17/17 | Kristi Fritscher/City of Fitchburg | Community Implementation Strategy | Hi, this is a two part question. 1) On the application under B. Statement of Interest- are we limited to the number of lines, or can we go beyond that. 2) I am just looking for further guidance as to what is expected concerning the Community Implementation Strategy. | Applicants may exceed the space given on the Grant Application Form to express their Community Implementation Strategy. However, our intention is to solicit a brief statement that explains the Applicant's planning process with the appropriate parties, and how the proposed grant program will fit with and/or complement any existing community plans, initiatives, other grants, or targets of recent needs assessment results, that may transcend strictly law enforcement interests for the Applicant's (or Joint Applicants) community. |
11/17/17 | Mary Murphy/The Brien Center | Single Cost Corridor vs Regional Corridor | Can DMH further differentiate between a single ($30K-60K) cost corridor and a regional corridor ($40K-$90K)? For example, could funding for a regional corridor include a program footprint that only includes one large county instead all of Western MA? | DMH defines a "regional Project" for the purpose of this RFA as: a grant supported program whose services are shared across and available to more than one munitpalitiy. A regional Project may be requested by a single Applicant or by joint Applicants. |
11/17/17 | Mary Murphy/The Brien Center | 3rd Party Billing Constraints | What constraints (if any) will there be on third party billing for services provided through the co-response program given that this is a DMH-funded grant? | Applicants may propose -- as part of a program design -- to provide third party billable services in conjunction with other grant activities for certain project types. Projected revenues for such services should be reflected as an offset on the Applicant's budget sheet(s). However, Applicants proposing Co-response programs should be cognizant of the proposed program's relationship with the local Emergency Service Program (ESP) so as to avoid duplication of services and ensure fluid collaboration. As mobile crisis intervention and psychiatric hospitalization screenings are funded by Medicaid (via MBHP) and other payers, proposed programs should include services that are outside the scope of ESP services. |
11/17/17 | Karen Gromis/NAMI Massachusetts | CIT-TTAC location | Does a CIT-TTAC have to be limited to a specific geographical location and connected to a specific police department? For example, would it be acceptable for an organization to apply to be a virtual, statewide CIT-TTAC with a focus on a particular subject matter (i.e. youth CIT, data analysis, etc.)? | Applicants may propose a CIT-TTAC for any geographical location and size within the state of Massachusetts. Moreover, DMH expects any CIT-TTAC to offer both conventional and specialized or enhanced training opportunities along with ongoing technical assistance relative to optimal implementation of the CIT model. |
11/17/17 | Karen Gromis/NAMI Massachusetts | One application per project type | If an organization is interested in applying for a Training/Consultant contract, is it true that the organization can only apply for one contract up to $80K, even if it plans to train and consult on more than one subject matter? | Applicants may submit cost proposals that diverge from the RFA's Project cost corridors. Should they do so, ample explanation for this should be provided in the Budget Narrative of the Response. |
11/17/17 | Karen Gromis/NAMI Massachusetts | Community Implementation Strategy | If an organization is applying for a state-wide contract for one of the categories, what is expectation in regards to the Community Implementation Strategy Requirement? | Accordingly, the implementation strategy should explain the Applicant's planning process and how the proposed grant program will fit with and/or complement existing statewide and community plans, initiatives, other grants, or targets of recent needs assessment results that the Applicant is aware of. |
11/17/17 | Tori Rosati/FCP, Inc. | Community Implementation Strategy | For an established DMH funded regional innovative jail diversion program is it necessary to articulate a new Community Implementation Strategy for each of the communities served or can one reference past planning initiatives that were included in the original RFR when awarded. | For Joint Applications on a regional Project proposal, all Applicants should provide their respective Community Implementation Strategy. (Please also see answer to question 10). |
11/17/17 | Tori Rosati/FCP, Inc. | Community Implementation Stratgey | The RFA states: The Applicants Community Strategy must reference various planning meeting initiatives under consideration or approved by a locally elected or appointed body, or by Town Meeting.? Can planning activities that have already occured with community members and stakeholders be used in developing the strategy instead of utilizing town officials elected or appointed? Once developed can these then be brought before a public forum in the future? | DMH seeks to fund Projects identified through meaningful, public community-based planning and priority setting processes. Past meetings, forums, etc. may be referenced. However, the expectation is that an Applicant has sought and received contemporaneous public support for the Project proposed in its Application prior to submission to DMH. |
11/17/17 | Tori Rosati/FCP, Inc. | Applicant | Does a police department have to be the applicant for a component jail diversion program or can a nonprofit provider that is part of a new regional jail diversion initiative submit the application on behalf of the lead police department. | The Component Jail/Arrest Jail Diversion Program is a Police-based Project. A police department may choose to seek any level of assistance from a third party in order to assemble their application and/or operate the proposed grant activities, up to and including jointly applying with an organization. |
11/24/17 | Lisa Chabot/Advocates, Inc. | Clarifying Question regarding eligible applicants | Can a non-profit be the lead applicant for the Co-Response program if we have demonstrated collaboration and letters of support from the police departments involved? | The co-response Jail/Arrest Jail Diversion Program is a Police-based Project. A police department or police departments may choose to seek any level of assistance from a third party in order to assemble their application and/or operate the proposed grant activities, up to and including jointly applying with an organization.
