This is a Justification and Approval (J&A) document for other than full and open competition from the Department of Homeland Security (DHS), Federal Protective Service (FPS) to extend an existing contract with Paragon Systems, Inc. for Armed Protective Security Officer (PSO) services. Paragon Systems is currently performing these services under contract 70RFP218DEC000002, set to expire February 28, 2025. The follow-on requirement is estimated to be awarded by April 30, 2025, with performance starting June 1, 2025. The extension will allow for proper transition time, as Armed PSO services require extensive screening, training, health checks, and licensing. The contract type is Indefinite Delivery, Indefinite Quantity (IDIQ) with firm fixed pricing, funded through Operations and Support Funds for FY2025.
