About this file
This is a Justification and Approval (J&A) document for a non-competitive contract action to procure fixed-line Voice Over Internet Protocol (VoIP) and Public Switched Telephone Network (PSTN) telecommunications services in Sicily, Italy.
The requiring activity is the U.S. Naval Computer and Telecommunications Station (NCTS) Sigonella, Italy, with the contracting activity being NAVSUP Fleet Logistics Center Sigonella (FLCSI). The procurement is a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) commercial services contract with TELECOM ITALIA S.P.A. (TIM) for five years with an optional six-month extension. The contract covers four bidirectional Post Telephone and Telegraph (PTT) trunks or SIP VoIP Trunks to support commercial inbound and outbound telephone traffic to Naval Air Station Sigonella. Services include landline and toll services, DID numbers, urban lines provisioning, and trunk connections to base switches. The total estimated contract value is $4,375,143.21, with a base year value of $1,264,108.35 (30 August 2026 – 29 August 2027), followed by four option years and a six-month option period valued at $385,184.13. Funding will be from Navy Operations & Maintenance (O&MN) for FY 2026 and FY 2027. The statutory authority for this sole-source acquisition is 10 U.S.C. 3204(a)(1), justified on the grounds that TIM is the only viable source with exclusive operational control over the required telecommunications infrastructure in Sicily, including backbone systems, switching equipment, and relay sites necessary to maintain service continuity without significant regulatory and implementation delays.
