Statement of Work
Project
Jacobs Creek Job Corps Center Wastewater Hauling IDIQ
1.0 General Information
1.0 Scope of Work
1. The contractor shall provide all labor, material, equipment, and transportation to successfully.
provide the following services at Jacobs Creek Job Corps Center, as described below:
1.1.1 Pumping and hauling of sludge
1.1.2 Pumping and hauling of excess influent to prevent overflow
1.1.3 Seeding the wastewater treatment plant for improved treatment process. This task includes obtaining wastewater from a municipal wastewater treatment plant and hauling and pumping into the Jacobs Creek plant.
Higher volume of hauling requirements typically occurs during the winter rain/snow season: September – April.
1.1 Location of Services
Jacobs Creek Job Corps Center
984 Denton Valley Rd.
Bristol, TN 37620
2.0 Background
The wastewater treatment plant is a Titan Membrane Filtration plant. In a typical year, sludge must be periodically removed. During heavy rain events or when the membranes are undergoing routine cleaning, excess influent must be pumping and hauled to a municipal plant. Additionally, municipal waste may need to be hauled into the plant to provide seeding to allow the plant to operate more efficiently.
When the plant is operating normally, there is a need to pump 30,000 gallons of sludge, and 100,000 gallons of excess influent. In the years 2020-2022 pumping volumes ranged from 500,000-720,000 gallons per year due to filtration issues and high rain events. In November 2022, the plant experienced a total membrane failure and is currently non-operational.
The average volume hauled since the plant failure has been 20,000 gallons per day. There will be higher than normal volumes until May 2023 while the plant is under repair. The center is continuing efforts to control infiltration and inflow into the sewer system; therefore, it is expected that the hauling requirements will decrease significantly by the fall of
2023.
