The contractor shall provide labor, materials, equipment, and transportation to pump and haul sludge, excess influent, and provide seeding for the wastewater treatment plant. The estimated pumping volume for the first year is 3,870,530 gallons, with 75,289 gallons estimated for subsequent years and a minimum of 100,000 gallons per year. Higher volumes typically occur during the winter rain/snow season from September to April.
The contractor shall provide samples, volume reporting, and disposal manifests. Pricing shall be per gallon with no additional costs. The Jacobs Creek Job Corps Center is the designated point of contact for scheduling. This SOW is associated with a Sole Source Procurement Notice for a single-award IDIQ contract with Sure Drain for hazardous wastewater hauling services at the Jacobs Creek Job Corps Center.

Jacobs Creek Job Corps Center Wastewater Hauling IDIQ
Statement of Work
Revised 5/28/2024
Project Jacobs Creek Job Corps Center Wastewater Hauling IDIQ
General Information
1.0 Scope of Work
The contractor shall provide all labor, material, equipment, and transportation to successfully provide the following services at Jacobs Creek Job Corps Center, as described below:
• Pumping and hauling of sludge
• Pumping and hauling of excess influent to prevent overflow
• Seeding the wastewater treatment plant for improved treatment process. This task includes obtaining wastewater from a municipal wastewater treatment plant and hauling and pumping into the Jacobs Creek plant.
Estimated first year pumping (in gallons): 3,870,530 gallons Estimated subsequent yearly pumping: 75,289 gallons Minimum yearly pumping: 100,000 gallons Higher volume of hauling requirements typically occurs during the winter rain/snow season: September – April.
2.0 Background
The wastewater treatment plant is a Titan Membrane Filtration plant. In a typical year, sludge must be periodically removed. During heavy rain events or when the membranes are undergoing routine cleaning, excess influent must be pumping and hauled to a municipal plant. Additionally, municipal waste may need to be hauled into the plant to provide seeding to allow the plant to operate more efficiently.
When the plant is operating normally, there is a need to pump 30,000 gallons of sludge, and 100,000 gallons of excess influent. In the years 2020-2022 pumping volumes ranged from 500,000-720,000 gallons per year due to filtration issues and high rain events. In November 2022, the plant experienced a total membrane failure and is currently non-operational. The average volume hauled since the plant failure has been 20,000 gallons per day.
There will be higher than normal volumes until April 2024 while the plant is under repair. The center is continuing efforts to control infiltration and inflow into the sewer system; therefore, it is expected that the hauling requirements will decrease significantly by the fall of 2023. The sewer system repairs were substantially completed in October 2023. Inflow and Infiltration is continuing to occur after heavy rain events, however at about half the volume prior to the repairs. This has been reported to the Department of Labor for possible additional investigation and repairs.
Update: Bar Environmental started the treatment plant membrane installation February 20, 2024. During installation, it was discovered that additional parts were required from the manufacturer Smith & Loveless, Inc.
The parts order have arrived and the installation is scheduled for the week of May 6. The start-up was scheduled for the week of May 20, 2024, however could not be completed due to additional membrane installation issues.
The additional membrane issues were since corrected and the center is now awaiting to get back on the Smith & Loveless schedule for start-up.
Contractor Requirements
3.0 Technical Requirements
Prior to any work being accomplished on this contract, the contractor will provide documentation to the Contracting Officer of the locations and names of the Certified Wastewater Treatment Facilities that will receive the pumped wastewater. The contractor shall provide copies of manifest from the location(s) at which the sludge is disposed at the time of invoicing.
All sludge and wastewater removed from the Center under this contract shall be disposed of by the contractor in accordance with Federal, State of Tennessee, and local regulations. For each truck load pumped, the contractor shall grab and provide a sample to the wastewater treatment operator to submit for State required testing.
The contractor shall consider in their unit pricing that notification for pumping may occur within twenty-four
(24) hours. For routine sludge removal or seeding, the center will give the contractor three business days’ notice. The price per gallon will be the same regardless of the notification time and the type of waste (sludge, excess influent or seeding). The per gallon cost shall be inclusive of all activities necessary to remove waste, including, but not limited to drive time, fuel, vehicle maintenance, Personal Protective Equipment, licensing, safety and spill prevention plan development, and disposal costs. The vendor shall bill for services solely as a cost per gallon, and no other costs will appear on the submitted invoices.
On the day of completion of pumping, the contractor shall provide notification to the Contracting Officer's Representative by email reporting the number of gallons hauled. Designated Points of Contact at the Center will be allowed to schedule the pumping.
