About this file
This is a Justification and Approval (J&A) document for a sole source contract award issued by the Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, New Jersey.
The procurement is for thirty-two Aircraft Generator Test Stand (AGTS) Pre-Buffer and Junction (PB&J) Box Assemblies, Part Number 4265AS9032-1, to be awarded to Testek, LLC of Wixom, Michigan on a sole source basis. The total estimated contract value is $3 million. The PB&J Box Assembly enables the AGTS to utilize its full test capabilities across all U.S. Navy and Marine Corps sites by filtering and buffering F-18 Generator Converter Unit (GCU) signals over distances up to 35 feet between the operator's console and the Unit Under Test. The box features environmentally sealed construction with labeled connectors, tethered caps, and wall-mount capability.
The justification for sole source award under 10 U.S.C. 3204(a)(1) is based on Testek's status as the Original Equipment Manufacturer and sole source with the required proprietary design data and capabilities. The Government conducted extensive market research, including a Request for Information (RFI) posted to SAM.gov on August 8, 2025, which received three responses indicating potential vendors could only manufacture the part from OEM-provided or Government-owned drawings—neither of which the Government possesses. A synopsis was also posted on August 19, 2025 for 15 days with no responses received. The Contracting Officer determined the anticipated cost to be fair and reasonable, and has no plans to compete future requirements for these supplies unless another potential source emerges.

DEPARTMENT OF THE NAVY
NAVAL AIR WARFARE CENTER AIRCRAFT
DIVISION LAKEHURST ROUTE 547
JOINT BASE MDL NEW JERSEY 08733
J&A No. 26-0001
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ
2. Description of the Action Being Approved.
Award of a contract on a sole source basis to Testek, LLC, Wixom, MI, (Commercial and
Government Entity Code: 06659) for Aircraft Generator Test Stand (AGTS) Pre-Buffer and
Junction (PB&J) Box Assembly, Part Number 4265AS9032-1.
3. Description of Supplies/Services.
This procurement is for a quantity of thirty-two AGTS PB&J Box Assemblies, Part Number
4265AS9032-1. The PB&J Box Assembly is intended to enable the AGTS to utilize its full test capabilities at all U.S. Navy and Marine Corps sites.
The AGTS system is currently being designed and manufactured under N6833520D0048. The additional capability of this specific junction box is required to be included because the AGTS assemblies will be split into individual rooms at many locations. The separation distance will cause degradation of signals being transmitted from the F-18 Generator Converter Unit (GCU).
As a result, a junction box for the Unit Under Test (UUT) cables to filter and buffer the signals to cover the span between the operator’s console and the UUT is needed. This junction box will include connections for the F-18 GCU cable assemblies along with tethered caps for when the connectors are not in use and will clearly label each connector specifically.
The box will be environmentally sealed yet designed to allow for ease of maintenance and will be able to securely mount to a wall.

Total $3M
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
J&A Number: 26-0001
The AGTS development and production contract (N6833520D0048) was competitively awarded to Testek, LLC. As the Original Equipment Manufacturer (OEM), Testek LLC is the sole designer, developer and manufacturer of the AGTS and is the only source with the technical data and capabilities required to provide the PB&J Box Assembly. This effort requires detailed knowledge of the AGTS design that the Government does not have. The AGTS utilizes proprietary circuit cards from Testek to analyze and buffer the F-18 GCU signals before being read by the data acquisition system. The PB&J Box Assembly must be designed to interface with these proprietary circuit cards. The signal output from the PB&J Box Assembly must match the proprietary card design otherwise incorrect readings will be interpreted by the data acquisition system. The PB&J Box Assembly will also amplify the GCU signals to reach the
AGTS with enough strength to reach the AGTS up to 35 feet away. The strength of this amplification must also be designed to match the inputs and tolerances for which the proprietary cards are designed to do. The Government does not have sufficient design data of this circuitry or other information suitable to solicit by full and open competition. Another manufacturer would not have the necessary design information, without consulting with Testek LLC, to provide the PB&J Box Assembly.
Therefore, Testek LLC is the only source capable of meeting the program requirements for the
PB&J Box Assembly.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with Federal Acquisition Regulation (FAR) Part 10, market research was conducted to determine whether alternate sources exist to satisfy the current requirements.
In accordance with Defense Federal Acquisition Regulation Supplement Procedures, Guidance and Information 206.302-1, a Request for Information (RFI) (N6833525RFI0515) was posted to
SAM.gov on 8 August 2025 to survey the marketplace for potential sources that could meet this requirement. The Government received three (3) responses from
. The email received from appeared to be a generic email expressing interest in the announcement as there was no confirmation that they are capable of supplying PB&J Box Assembly, Part Number 4265AS9032-1, and there was no information provided in the email in order for the Government to determine capability. The
Government responded to email and let them know that additional information was needed in order for the Government to review its capabilities. However, no further response was received from . The responses received from both and stated that they can manufacture the part directly from OEM or
Government provided drawings/specifications. Since the Government does not own drawings or technical data for PB&J Box Assembly, Part Number 4265AS9032-1, these respondents are unable to satisfy the requirements of the proposed contract. The Government responded to both and and acknowledged that their capability to manufacture the PB&J Box Assembly was contingent upon them receiving the proprietary data needed from the OEM which the Government doesn’t have.
In accordance with FAR 5.201, a synopsis was posted for the anticipated contract action through
SAM.gov on 19 August 2025 for a period of 15 days. No responses were received.
Based upon the market research findings, no other vendors were determined capable of meeting the Government's needs. Testek, LLC is the only source that can provide the junction boxes required to support the AGTS.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, will assess whether competition for future requirements is feasible.
APPROVAL
Upon the basis of the above justification, I hereby approve the solicitation of the proposed procurement(s) described herein using other than full and open competition, pursuant to the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
