Justification for Other Than Full and Open Competition

This is a Justification for Other Than Full and Open Competition document for solicitation SPE7M226R0008 issued by the Defense Logistics Agency (DLA), Weapon Support Columbus, to acquire 82N Aircraft Launch and Recovery Equipment (ALRE) supplies on a firm-fixed-price basis with a fixed quantity and no option for future purchases.

The Government is procuring 213 Pulley/Sheave units (NSN 3020-00-640-3081) classified as Critical Application Items requiring Naval Air Systems Command (NAVAIR) engineering source approval. The acquisition is restricted to two approved sources identified through the design control activity: Form Fit and Function (F3) (CAGE 1P6K0) and York Precision Machining and Hydraulics (YPMH) (CAGE 81A16). The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.103-1 as the statutory authority for single or limited source procurement. The Government conducted market research including a Sources Sought Notice posted February 19, 2026, a market survey conducted February 19-26, 2026, and internet searches, which identified the same two sources as capable of manufacturing the required parts. The solicitation is scheduled for synopsis on or about April 16, 2026, with a 15-day solicitation period and minimum 30-day posting on the DLA Internet Bid Board System. Cost reasonableness will be established through price comparison and historical pricing analysis. The contracting officer certified the justification on April 5, 2026, with approval authority up to $10,000,000 granted to the Contracting Officer.
