About this file

This is a Single Source Justification (SSJ) document for a simplified acquisition above the micro-purchase threshold and up to the Simplified Acquisition Threshold (SAT) issued by the Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAM).

The Department of Homeland Security's ICE Office of Acquisition Management proposes to enter into a firm-fixed price purchase order with the Town of Lancaster, New York for secure storage services on a sole source basis. The contract is for the Enforcement Removal Operations (ERO) Buffalo Field Office to store Special Response Team (SRT) assets and equipment at the Lancaster Police Department (LPD) facility located at 525 Pavement Road in Lancaster, New York. The contract period runs from September 15, 2026 through September 14, 2031, consisting of a base year and four option years. The justification for sole source procurement is based on "only one source reasonably available" in accordance with FAR 6.302-1. The contracting officer determined that the Town of Lancaster is the only vendor within the Buffalo, New York metro area (approximately five miles from Buffalo-Niagara International Airport) capable of providing the required secure storage facility that meets operational specifications outlined in the Statement of Work. The proximity to the airport is critical because the SRT is frequently deployed to assist with ERO flights. The pricing is determined to be fair and reasonable based on comparison to IGCE (Independent Government Cost Estimate) and comparable commercial storage space and parking costs in the greater Buffalo area.
