About this file

This document is a Justification & Approval (J&A) for Other Than Full and Open Competition for a bridge contract supporting the Integrated Defense Enterprise Acquisition System (IDEAS). The Defense Information System Agency (DISA) requires a sole-source, firm-fixed-price contract with Appian Corporation for a three-month base period with six one-month optional extensions. The contract will provide critical support for the IDEAS contract writing system, including programming to integrate DISA ordering and financial systems, software issue troubleshooting, and technical expertise to maintain high availability of the application.

The bridge contract is necessary to ensure uninterrupted support while DISA completes the competitive follow-on procurement. The solicitation for the follow-on contract (HC101325R0008) was posted on August 14, 2025, with proposal receipt scheduled for November 6, 2025, and an anticipated follow-on contract performance start date of June 1, 2026. The current contract (HC104720C0004) expires on November 30, 2025, and the bridge contract will maintain continuous support for DISA's critical telecommunications contracting actions during the transition period.

Integrated Defense Enterprise Acquisition System (IDEAS) – Tier 2 / Tier 3 Support Bridge

JUSTIFICATION & APPROVAL (J&A)

FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC)

Federal Acquisition Regulation (FAR) Part 6 Justification & Approval (J&A), Supporting Procurements under FAR Part 12, FAR Part 15, or FAR Part 13.5

Purchase Request Number: TBD Contract Number: HC104720C0004 Modification Number: P00033 Procurement Title: Integrated Defense Enterprise Acquisition System (IDEAS) – Tier 2 / Tier 3 Support Estimated Value:

Regulatory Authority: Federal Acquisition Regulation (FAR) 6.302-1

J&A Number: JA26-003

Upon the basis of the following justification, I, as Procuring Activity Competition Advocate, hereby approve the use of OTFAOC of the proposed contractual action pursuant to the authority of Federal Acquisition Regulation (FAR) 6.302-1.

1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:

Defense Information System Agency (DISA)/ Program Executive Office (PEO) Services Division (SD2) 6914 Cooper Avenue Fort Meade, MD 20755

Contracting Activity:

DISA/Defense Information Technology Contracting Organization (DITCO)/PS8222 2300 East Drive Scott Air Force Base, IL 62225

2. NATURE/DESCRIPTION OF ACTION(S): The nature of this action is to issue a firm-fixed price (FFP), sole source bridge contract for a total of nine months comprised of a three-month base period and six, one-month optional periods. The estimated value of the acquisition is

, which will be funded by fiscal year 26 Operations and Maintenance funds.

3. DESCRIPTION OF SUPPLIES/SERVICES: This bridge shall provide critical services to DISA/Procurement Services Directorate (PSD), who utilizes a contract writing system, IDEAS, for telecommunications contracting actions. This system was developed and built utilizing Appian Business Process Management (BPM), and requires software development sustainment, Page 2 of 4 Pages system integration, and technical expertise until the follow-on effort is competed and successfully awarded.

Specifically, the Government requires continuity of support for IDEAS during this period. This support includes (1) programming support to integrate DISA ordering and the Financial Accounting Management Information System-Working Capital Fund (FA83,MIS-WCF) systems in the Business Enterprise Architecture (BEA); (2) sustainment of deployed capabilities in the IDEAS solution by rapidly troubleshooting and repairing software issues impeding the execution of deployed contracting capability; and (3) provide technical expertise to ensure high availability of the multiple instances and tiers of the IDEAS application to meet the DISA contracting mission.

The period of performance for this acquisition is three months with six one-month options.

4. IDENTIFICATION OF STATUTORY AUTHORITY AND DEMONSTRATION OF

CONTRACTOR’S UNIQUE QUALIFICATIONS:

(a) Circumstances permitting other than full and open competition

10 U.S.C. 3204(a)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

(b) Justification.

Proposed sole source contractor. The incumbent contractor is Appian Corporation. Due to the competitive follow-on effort currently in pre-award status with the Government reviewing the Request for Proposal (RFP) questions from vendors ahead of receipt of vendor proposals, the incumbent contractor is the only source that can fulfill this requirement without risk of a substantial break in service/support. The sole-source action is necessary to ensure continued performance until the award of the follow-on contract.

The Agency requires on-going, uninterrupted IDEAS support given the Agency’s critical telecommunications contracting actions that IDEAS maintains.

6. CONTRACT OPPORTUNITIES ANNOUNCEMENT/POTENTIAL SOURCES: This effort is a bridge to extend the existing contract until the competitive follow-on has been successfully awarded. Solicitation HC101325R0008 for the follow-on contract was posted on Contract Opportunities on August 14, 2025, as a full and open requirement. Source Selection for the follow-on effort is ongoing, and the next milestone is receipt of proposals on November 6, 2025.

7. DETERMINATION OF FAIR AND REASONABLE COST: During source selection of solicitation number HC104720R0010, a cost/price evaluation was conducted in accordance with FAR 15.404. The contract prices were determined to be reasonable. The proposed cost/prices for the extension will be compared to the current contract prices as well as the Independent Government Cost Estimate and the proposed prices for the follow-on effort to determine fair and reasonableness.
