About this file
This is a Single Source Determination and Findings document for a Simplified Acquisition Threshold (SAT) contract justifying procurement without full and open competition. The Bureau of Indian Affairs, through its Great Plains Regional Office and Pine Ridge Agency, is procuring electrical utility services for the Pine Ridge Indian Reservation in Bennett County, South Dakota. The requirement is designated as Purchase Request Number 44055466, with J&A Control Number JA26-00270.
The contracting officer has determined that LaCreek Electric Association, Inc (UEI: V4H9PCHY8W25), located at 121 North Harold Street, Martin, South Dakota 57551-8903, is the only reasonably available source. This determination is based on the fact that LaCreek Electric Association is a retail electric cooperative and the primary utility and sole authorized provider for Bennett County, South Dakota, as regulated by the South Dakota Public Utilities Commission. The service is essential for Pine Ridge Agency's mission-critical operations, as interruption would result in serious disruption to federal government services. The anticipated period of performance is October 1, 2026 through September 30, 2027 with four optional years. No Combined Synopsis/Solicitation will be issued; instead, the justification will be published on SAM.gov at the time of award in accordance with FAR 5.101(b)(1)(vi).
