BIA Pine Ridge Agency requires Electric (Utility) Service for reliable power for the Pine Ridge Indian Reservation, Sheridan County, Nebraska.

Electric (Utility) Service in Nebraska, operate under a public power framework overseen by the Nebraska Power Review Board. Nebraska Public Power District is the designated utility and sole authorized provider for Sheridan County, Nebraska.

Without electrical services, the Pine Ridge Agency's level of service, and quality of work would seriously impact its ability to carry out its mission and would result in serious disruption for the Federal Government.

Based on the information provided in #5 Rationale, this requirement will not have a Combined Synopsis/Solicitation. This justification will be made publicly as an announcement by being published on SAM.gov at the time of award IAW RFO

5.1 defined at FAR 5.101(a). See FAR 5.101(b)(1)(vi).

The Contracting Officer determines that Electric Utility Rates are established under state law and approved by the applicable regulatory authority or governing board. Comparisons with review of historical billing data and independent published price lists are also used to further ensure prices are fair and reasonable.

Based on the Market Research conducted on the IA Native American Vendor Dashboard utilizing NAICS Code 221122 displayed (0) Native American Business registered in SAM.gov for the state of Nebraska. There are no Indian Small Business Economic Enterprise (ISBEE) nor Indian Economic Enterprise (IEE) that can fulfill this requirement.

No other sources, not just limited to Indian Economic Enterprises (IEE) are available.
