About this file
This document is a Justification & Approval (J&A) for a Federal Acquisition Regulation (FAR) exception to fair opportunity for a task order modification for the Financial Accounting Management Information System (FAMIS). The modification is for the United States Space Force (USSF) and Defense Information Systems Agency (DISA) General Fund (GF), seeking to add sustainment services for two Organizational Units (OUs) under an existing contract with a sole-source contractor.
The task order (HC104722F0001) will provide comprehensive sustainment services including configuration management, software maintenance, help desk support, training development, and audit support through December 20, 2026. The modification is critical because USSF currently lacks an alternative financial accounting system and needs interim support until transitioning to the US Air Force's system. The contractor is deemed uniquely qualified due to extensive knowledge of DISA's end-to-end business model and the complex FAMIS-WCF system, with the government noting that re-competing the sustainment would be inefficient and increase project risks.

This action is critical because the USSF does not currently have an alternative financial system of its own.
The additional work to be obtained by this proposed modification includes adding the two OUs to the full scope of sustainment services currently provided under the WCF umbrella. These services include:
• Configuration Management: Tracking and managing all changes to the system software and hardware.
• Software Sustainment: Providing routine maintenance, bug fixes, and necessary software updates.
• Help Desk Support: Providing technical assistance to users to resolve issues.
• Training Development: Creating and updating training materials for system users.
• Concept of Operations: Maintaining and updating the documentation that describes how the system is used and managed.
• Sustainment Plan: Managing the long-term plan for the system’s lifecycle.
• Audit Support: Assisting with financial and security audits of the system.
This modification will fund these sustainment services through option year four, with a period of performance from December 21, 2025, to December 20, 2026.
4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE
PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE
ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:
(a) Exception to Fair Opportunity. Per FAR 16.505(b)(2)(i)(C) – The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
(b) Justification.
(1) Description of the Justification and discussion regarding the cause of the sole source situation. This J&A supports awarding this modification to for the sustainment of two OUs previously deployed by within the FAMIS system.
possesses the knowledge and experience from the initial deployment to seamlessly provide the necessary sustainment support, which is a logical progression from the deployment. Re-competing the sustainment of the OUs would be inefficient, as a new contractor would require a significant and costly learning curve to become proficient with the project's unique requirements, increasing project risk, schedule delays, and costs.
Currently, FAMIS is the core financial accounting system for all DISA’s Defense WCF and provides functionality for the processing of contractor pay, invoices, billing, and other accounting and finance practices of the DISA accounting office.

Use case justification for FAMIS USSF’s Interim Needs. While there is a financial accounting system in the US Air Force’s roadmap that USSF will utilize down the road, it cannot support the USSF/CSCO’s financial needs at present. No other financial accounting system exists at present. The OU was stood up on October 1, 2025 (FY26), and now it needs to be sustained until USSF can be supported on the Air Force’s system.
Conclusion. As explained, is the only contractor who has a unique understanding of DISA’s E2E business model coupled with the unique knowledge of the current FAMIS-WCF program and all included RICE-W objects, and as such is the only vendor that can perform the highly specialized services identified. It should be noted that the Government will yield efficiencies by sustaining WCF, GF, and USSF at the same time.
(2) Minimum Government requirements. The minimum requirement is for a modification to task order HC104722F0001, to incorporate additional sustainment, to be provided by December 21, 2025 for the entirety of Option Year 4, with no changes to the overall period of performance of the original task order. The total projected cost of this action is estimated at approximately and includes the following support:
Policy Mandates for Obtaining Clean Unmodified Audit Opinions:
• Chief Financial Officers Act of 1990 (Public Law 101-576), and Government Management Reform Act of 1994 (Public Law 103-356) requires the annual financial statements of executive agencies to be audited prior to submission to the Office of Management and Budget.
• Financial Improvement and Audit Readiness Guidance: Provides Department of Defense (DoD) instructions for implementing a consistent, Department-wide plan for achieving the Department’s financial improvement and audit readiness objective.
• Under the Provisions of Title 31, United States Code, section 3515 (31 U.S.C.
3515), the DoD is required to have annual audited financial statements covering all accounts and associated activities of the Department.
• The National Defense Authorization Act of 2010: Mandated that all DoD agencies have audit ready financial statements by September 30, 2017.

The proposed sole course contractor is
(4) Impact. The edicts/statues/directives/instructions levying the mandated requirements are detailed in Section 4, under “Minimum Government Requirements,” for each requirement. DISA will comply with those referenced mandates by incorporating this

THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:
(a) Procurement History. The task order HC104722F0001 was competed as a full and open competition under the DISA awarded SETI IDIQ and was the only acceptable offeror.
(b) The PMO has every intent to lay out a strategy and perform acquisition activities for the follow-on contract to ensure that adequate competition is achieved for this effort. At the time other alternatives will be evaluated, and DISA will take every step possible to promote a competitive environment.
