About this file

This is a Justification & Approval (J&A) document for a sole-source contract with Amazon Web Services (AWS) for the NAVSEA Cloud Expeditionary Platform - Rapid Mission Deployment. The procurement is a task order under the Joint Warfighting Cloud Capability (JWCC) contract, with an estimated value redacted and a base period of one year plus two one-year option periods. The document details why AWS is the only cloud service provider capable of meeting NAVSEA's specific cloud infrastructure requirements, including hosting Impact Level 5 and 6 workloads and supporting mission-critical systems for naval operations.

The justification emphasizes AWS's unique capabilities, including proprietary services like Amazon API Gateway, CloudWatch, Elastic Container Registry, and Identity and Access Management that are deeply integrated into NAVSEA's existing cloud environment. Market research conducted in April 2025 with four JWCC cloud service providers (AWS, Microsoft, Google Public Sector, and Oracle) confirmed that only AWS can support the full NAVSEA Cloud requirement without introducing operational risks. The previous incumbent contractor was G2OPs, with the current task order set to expire on November 11, 2025. Future procurement strategies will focus on adopting containerization standards to improve potential multi-vendor portability.

NAVSEA CLOUD

Page 2 of 7 Pages

3. DESCRIPTION OF SUPPLIES/SERVICES:

This requirement is for the lift and shift of NAVSEA’s existing cloud environment. The NAVSEA requirement is a fit-for-purpose designated cloud platform that provides access to the Navy and Department of Defense (DoD) programs. The objective of transitioning the NAVSEA Impact Level (IL)5 and IL6 cloud effort, including current cloud hosting services for existing infrastructure-as-a-service (IaaS) requirements, is to ensure continued rapid mission deployment operations.

4. SUPPORTING RATIONALE, INCLUDING A DEMONSTRATION THAT THE

PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE NATURE OF THE

ACQUISITION REQUIRES USE OF AN EXCEPTION TO FAIR OPPORTUNITY:

(a) Exception to Fair Opportunity.

FAR 16.505(b)(2)(i)(B) - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

(b) Description of the Justification.

In order to ensure continued rapid mission deployment operations, NAVSEA requires Amazon Application Programming Interface (API) Gateway, which underpins secure and scalable system integration; Amazon CloudWatch, which delivers mission-critical monitoring and automated alerting; Amazon Elastic Container Registry (ECR), which provides secure, accredited container image storage integrated with orchestration services; and AWS Identity and Access Management (IAM), which enforces access controls and security boundaries across the multi-tenant environment. Without the use of these services that currently exist within AWS’s environment, the NAVSEA Cloud program mission systems would be unable to provide critical mission capability. These services are tightly coupled with NAVSEA’s current operational architecture and cannot be replicated in an identical, accredited form by other JWCC cloud service providers (CSPs). AWS is the only CSP capable of sustaining existing NAVSEA Cloud mission capabilities without re-architecture or loss of operational effectiveness. NAVSEA Cloud was developed as a fit-for-purpose designated environment to address specific operational, security, and data sovereignty requirements for the Department of the Navy, including processing and storage of Controlled Unclassified Information (CUI), Classified Navy Non-Propulsion Nuclear Information, and real-time data flows in support of mission owners under Office of the Chief of Naval Operations (OPNAV) N96, N97, and N98. The platform maintains both Authority to Operate (ATO) and Authority to Connect under oversight from both the Functional Authorizing Official (FAO) and the Navy Authorizing Official (NAO). Other CSPs may provide similar functionality, but the NAVSEA Cloud architecture and mission owner environments cannot be integrated into another cloud environment. The current operating systems and infrastructure have been implemented using AWS tools and services which are required to support and maintain

operations. At this time, only the existing AWS Cloud infrastructure meets the required need for operational support and compatibility with existing architecture. Introducing a different CSP would not meet the Government’s need for interoperability and functionality within the NAVSEA operational environment.

AWS is the only CSP capable of meeting NAVSEA’s operational requirements within the security and compliance boundaries mandated by the DoD. The current NAVSEA Cloud environment is architected entirely within AWS GovCloud regions and leverages proprietary AWS services (Amazon Elastic Compute Cloud (EC2), Amazon Elastic Kubernetes Service (EKS), Amazon CloudWatch, Amazon AppStream, and Amazon ECR) that cannot be replicated or operated natively within other CSP environments due to fundamental differences in infrastructure, service integration, and compliance boundaries. With AWS’s existing IL5 and IL6 authorizations, the ability to host mission-critical workloads and the exclusive compatibility with NAVSEA’s current cloud architecture make AWS uniquely capable of performing this requirement.

Furthermore, it is technically infeasible to modify and refactor 30 operational mission owner environments to work within another CSP’s environment. The current NAVSEA cloud environment took 36 months to develop and integrate within the AWS GovCloud environment, and it is estimated it would take 36 months or more to be integrated with another CSP. This would not meet the Government’s minimum need and would compromise success of the critical NAVSEA mission needs.

(c) Justification.

(1) Minimum Government requirements.

The cloud service offerings must continue at their current level in order to support the 30+ active mission owners in NAVSEA Cloud. These offerings include cloud infrastructure that is currently deployed and accredited in the AWS cloud IL2, IL5, and IL6 environments.

(2) Proposed sole source contractor. AWS

(3) Discussion regarding the cause of the sole source situation.

The only CSP capable of performing the transition of NAVSEA Cloud’s highly specialized IL2, IL5, and IL6 cloud requirement at the required level of quality is AWS. Any re-architecting, re-engineering, and refactoring of any of the critical cloud offerings from AWS to any other CSP would not meet the Government’s need for compatibility. This is because AWS provides unique services that are already fully integrated into NAVSEA Cloud operations, including Amazon API Gateway (supporting secure mission system integration), Amazon CloudWatch (real-time monitoring and alerting across the warfighting enterprise), Amazon ECR (secure container storage directly linked to orchestration services), and AWS IAM (granular, accredited security enforcement across multi-tenant environments). Equivalent

offerings from the other JWCC CSPs either do not exist in an identical form, lack DoD-accredited integration within AWS GovCloud, or would require extensive redevelopment to meet the same operational needs. Refactoring of the current environment from AWS to another CSP would cost an estimated and delay NAVSEA at least 36 months. In addition, there would be a duplication of costs by having to keep the solution running on one platform while refactoring it on another platform, none of which would meet the Government’s minimum need.

The environment also enables mission critical weapon systems testing and evaluation by hosting test data pipelines, simulation tools, and telemetry analysis essential for the development and fielding of next-generation naval combat systems. In addition, NAVSEA Cloud supports digital engineering environments used by Warfare Centers and system commands to model and modernize Navy platforms. The environment hosts secure workloads at IL5 and IL6, enabling the processing and analysis of CUI, classified test data, and Navy Non-Propulsion Nuclear Information in compliance with FAO and NAO security authorizations. The current AWS cloud environment supports rapid application development and deployment by leveraging AWS-native containerized services, such as Amazon EKS and Amazon ECR, which are fully integrated and accredited within the AWS GovCloud environment. These services provide the agility and responsiveness required for afloat and shore-based systems, but they are specific to AWS and cannot be replicated within another CSP without significant redevelopment and re-accreditation. Finally, the established AWS environment supports operational planning and wargaming tools used for tactical analysis, scenario simulation, and mission rehearsal capabilities which are foundational to the performance of more than 30 mission owners across NAVSEA and directly impact warfighter readiness and execution. Without continued integration within the AWS infrastructure, all 30 of these mission owners would be critically affected by any delays in refactoring, reengineering, and rearchitecting.

(4) Demonstration of unique source.

AWS possesses the knowledge, skills, capabilities, certification, clearance, and experience required to continue the program without a break or degradation in critical mission services. AWS is the only CSP capable of performing the required transition and sustainment of the NAVSEA Cloud environment without introducing operational risk or mission degradation. The current environment is fully deployed within AWS GovCloud and leverages AWS-native services including EC2 Cloud, EKS, CloudWatch, ECR, AppStream 2.0, and IAM for security and access control. These capabilities are embedded in the architecture, tooling, and cybersecurity boundary authorized under the existing ATO. No other CSP can assume control of the environment without extensive re-engineering, retraining, and re-accreditation.

(5) Procurement discussion.

Based on outreach to the four JWCC CSPs in April 2025, the only CSP that is currently capable of meeting the minimum needs of the Government is AWS, using

NAVSEA IL2, IL5, and IL6 cloud services to deliver fleet readiness analytics that provide real-time insights into platform availability, maintenance status, and deployment timelines, directly supporting OPNAV N96 and N97 decision-making.

NAVSEA was collaborating with the current vendor to execute the final option period of the current task order that would have expired in May 2026. However, there were unforeseen issues that resulted in a change with the current contractor and a modification for two, three-month extensions was put into place which now places the task order expiration on November 11, 2025. In addition, the current task order does not have IL6 capabilities available as required for the NAVSEA Cloud. Further delays are detrimental to the mission and a new task order award is required soonest for timely transition of all customer workloads.

(6) Impact.

Transitioning to another CSP from AWS is not feasible based on the inability of any other CSP to seamlessly integrate with the existing architecture. The impact of not procuring through AWS would result in NAVSEA being unable to complete a successful and timely transition to JWCC resulting in mission failure. Additionally, it would delay NAVSEA the ability to deliver fleet critical readiness analytics that provide real-time insights into platform availability, maintenance status, and deployment timelines, negatively affecting OPNAV N96 and N97 decision-making for the warfighter.

5. COST/PRICE FAIR AND REASONABLE DETERMINATION:

A determination that the price is fair and reasonable will be based on a comparison of the contractor’s proposal to the independent government cost estimate and the JWCC Catalog pricing, including any discounts, which was previously found to be fair and reasonable and based on the contractor’s commercial pricing.

6. MARKET RESEARCH:

Market research on the base JWCC Contracts was conducted and resulted in a signed market research report on November 9, 2021, that was revalidated and recertified on July 29, 2024.

After a survey of the market, it was concluded that the use of the JWCC Contract is in the Government’s best interest due to technical feasibility and cost to the Government.

NAVSEA conducted market research in April 2025 specific to this requirement by reviewing available capabilities in the JWCC Contracts and it was determined that AWS is the only source capable of fulfilling the Government’s minimum needs in the manner and timeframe required.

Market research was conducted using several techniques to assess the availability of alternative sources and validate the necessity of acquiring these services from AWS under the JWCC Contract including issuance of the Additional Research to Support Fair Opportunity in April 2025 to all four JWCC CSPs.

Page 6 of 7 Pages

All four JWCC CSPs, AWS, Microsoft, Google Public Sector (GPS), and Oracle America, provided capability briefs to NAVSEA in April 2025. While general capabilities were described, Microsoft, GPS, and Oracle America did confirm their lack of ability to support the full NAVSEA Cloud requirement in its current configuration or timeframe. Only AWS confirmed service parity with the current environment and the ability to meet mission needs without introducing unacceptable operational risk.

Microsoft is unable to meet the Government’s requirements because it does not provide native interoperability with AWS GovCloud services, and its service offerings would require reengineering of workloads to achieve equivalent functionality and security compliance at IL5 and IL6.

GPS is unable to meet the Government’s requirements because it lacks the FedRAMP High and DoD IL6 authorizations necessary to host classified workloads, and it does not offer compatible equivalents to several core AWS services used in the current environment.

Oracle America is unable to meet the Government’s requirements because it does not provide a full suite of services authorized at IL6 and lacks functional parity with critical AWS GovCloud capabilities required for NAVSEA mission systems.

7. ANY OTHER SUPPORTING FACTS: None.

8. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY:

(a) Procurement History:

Incumbent Contractor: G2OPs Contract Number: 47QFLA22D0003 Task Order Number: 47QFLA22F0187 PoP: May 11, 2021 – November 11, 2025 Competitive Status: Small business set-aside Business Size: Woman-Owned Small Business

(b) To overcome future barriers to competition, future development and enhancement of IaaS components will focus on adopting containerization standards in a way that is not tied to a single CSP. While the current environment leverages AWS-native containerized services, future efforts will emphasize portability through open containerization approaches. This evolution should allow more flexibility to shift workloads across CSPs in the future.

The previous procurement was not based upon an exception to fair opportunity.
