DEPARTMENT OF THE NAVY
DIRECTOR, STRATEGIC SYSTEMS PROGRAMS
1210TH STREET SE, SUITE 3600
WASHINGTON NAVY YARD, DC 20374-5127
J&A 24-30
Code: SPN302
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity. Department of the Navy’s Strategic Systems Programs (SSP) located at the Washington Navy Yard, 1250 10th Street SE, Washington, D.C. 20374.
2. Description of the Action Being Approved. This Justification and Approval (J&A) authorizes and approves the use of other than full and open competition to award a contract to Lockheed
Martin Rotary and Mission Systems (LMRMS) located in Uniondale, NY for TRIDENT II (D5)
Strategic Weapon System (SWS) Navigation Subsystem efforts.
3. Description of Supplies/Services. LMRMS will be required, as the prime contractor, to manage the overarching program and system requirements in the SWS Navigation subsystems.
This J&A covers the following anticipated contract:
a. The FY2025 Omnibus Contract will have a period of performance from 01 October 2024 to 29 September 2030 (base year plus five, one-year option periods), if all options are exercised, with deliveries expected through 30 September 2031. The total estimated value of this contract is approximately $ .
b. The planned effort with LMRMS will include the sustainment of the Electro-Static Gyro
Navigator (ESGN) and development and production efforts for the United States (U.S.) SWS
Navigation Subsystem. Support under this effort includes:
(1) technical engineering services;
(2) technical and program management, engineering, logistic, and documentation support services in support of the operating fleet;
(3) navigation test, spares, tools, and material procurements for the U.S. SWS;
(4) Strategic Systems Program Alterations (SPALT) development, production, integration, and installation for the deployed systems.
c. Support will also be provided for long-term supportability and sustainment efforts to mitigate obsolescence and avoid cost growth, including:
(1) consolidated support ship efforts;
(2) training hardware, software, curricula, and technical engineering support including equipment repair and SPALTs at Trident Training Facilities (TTFs);
(3) development and production support; technical and program management support services associated with SSI Increment 8, the Shipboard Systems Modernization
Portfolio (SSMP) Program, D5LE2, and U.S. COLUMBIA Class submarines;
(4) produce Inertial Navigation Systems (INS) and Gyros in support of SSI Increment 8;
(5) U.S. trainer support and curriculum design for COLUMBIA;
(6) Sonar transducers for U.S. OHIO Class submarines;
(7) system software modernization;
(8) Multi-star Enhanced Prelaunch (MEP); and follow-on contracts for related efforts were awarded to LMRMS under contracts N00030-18-C-
0045, N00030-20-C-0045, and N00030-23-C-6045 using other than full and open competition.
b. LMRMS is the historical design agent on the SWS Navigation Subsystem and is the only contractor to have full access to the design, development, production, and maintenance of all the system components through the various generations of fielded systems. As the presently contracted design agent and system integrator of the SSI Program Increment 4 (SSI-4) and SSI
Program Increment 8 (SSI-8) configurations, only LMRMS possesses the detailed applied knowledge required for design, development, provisioning, and sustainment of the SWS
Navigation Subsystem. Additionally, LMRMS is the only contractor with personnel possessing the depth and breadth of engineering expertise and technical proficiencies required to successfully perform the range of tasks required of the FY25 Omnibus contract.
c. LMRMS has been solely responsible for providing Logistics Management services for the SWS Navigation Subsystem Program (SSBNs, 2nd level Repair, and Trainers), and U.S. sea and ashore laboratory facilities for both the SSI-4 and SSI-8 configurations.
d. The Ashore Navigation Center (ANC) facility operated by LMRMS has been the location of the prime contractor for the TRIDENT II (D5) SWS Navigation subsystems for over 25 years.
LMRMS possesses the facilities, advanced development labs, detailed knowledge of the equipment technical data packages and SSP Requirements Documents needed for performance under the contract, including intimate knowledge of existing design elements pertaining to nuclear safety.
e. In selecting another contractor to perform this work, SSP estimates there will be a minimum of a five-year transition period required for training and knowledge transfer for a new workforce on SSI-4 and SSI-8 Inertial configurations and SSI-8 Non-Inertial configurations. In addition, there will be an estimated three-year minimum to complete the following activities required to establish, develop, and qualify duplicate navigation test facilities:
(1) Development and delivery of special tooling and test equipment; qualifying design, tooling, navigation equipment and production and recertification processes, by the production of qualification models, test and examinations;
(2) Preparation of detailed program plans to include production, maintenance, training, logistics, and support of TRIDENT II (D5) facilities;
(3) Preparation of documentation for shipboard installation and test, and the operation, maintenance, and provisioning of the navigation subsystem;
(4) Preparation of a Security Authorization Package and Authorization to Operate granted for all labs at the applicable level of classification.
For reasons stated above, LMRMS is the only known source with the background of knowledge, design, facilities, and operational experience relative to the TRIDENT (D5) Navigation
Subsystem. Any delay in qualifying another contractor would directly impact the ability to successfully sustain capabilities across the existing Fleet and further delay ongoing development, production, and installation of developed and emerging capabilities that would adversely affect
Fleet readiness and national security. LMRMS is the only source capable of performing the requirements without causing an unacceptable delay in fulfilling the agency’s needs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
a. A sources sought notice was posted to the System for Award Management (SAM.gov) website on 26 October 2023 and closed on 9 November 2023. No sources responded to this notice. Additionally, in accordance with FAR 5.201, the Government issued a pre-solicitation notice on 16 November 2023 and no responses were received.
b. Further, SSP continues to execute additional strategic market research efforts by surveying non-inertial Navigation System technologies and systems. The SP24 engineers actively monitor relevant Department of Defense activities in this area of precision navigation development. At this time, the strategic market research confirms that it is not practical, for the reasons discussed in paragraph 5 above, for any company other than LMRMS to provide the required services and supplies in this contract given the complexity of the efforts being procured in this highly specialized and unique submerged inertial navigation subsystem requirements.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition. For the reasons set forth in paragraph 5, SSP has no plans to compete future contracts for the types of supplies/services covered by this document. If another viable source emerges, as discovered through the continual tactical and strategic market research processes, sources sought notices, and synopses, SSP will assess whether competition for future requirements is feasible. Because this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS PGI
206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI
206.304(a)(S-70)(ii).
