Control No: JA-20-E-038 Contractor: ManTech Advanced Systems International, INC.
Program/Equipment: Worldwide Systems Field Software Support
FAR Part 16 Exception to Fair Opportunity Justification Under Multiple Award Indefinite Delivery Contracts
For Actions Exceeding the Simplified Acquisition Threshold (SAT)
1. Contracting Activity:
US Army Contracting Aberdeen Proving Ground
ATTN: CCAP-CCE
6565 Surveillance Loop, Building 6001 Aberdeen Proving Ground, MD 21005
2. Description of Action: CECOM SEC requests a 6 month extension (July 2020 – January 2021) to task order W15P7T-12-D-E005 /KX04 on a cost plus fixed fee – term (CPFF) for labor and cost reimbursement for ODCs/Material/Travel basis with ManTech Advanced Systems International, INC, 2251 Corporate Park Drive, Herndon, VA 20171- 4839. This action will increase the task order value by from and Fiscal year 2020, Operations and Maintenance funds will be used.
The acquisition plan was approved at the solicitation phase of the multiple-award Software and System Engineering Services (SSES) Next Generation (NexGen) Indefinite Delivery and Indefinite Quantity (IDIQ) base contract, a separate acquisition plan is not required for individual task orders.
3. Description of Supplies/Services: The services required provide Post Production Software Support/Post Deployment Software Support (PPSS/PDSS) to the Warfighter worldwide for a wide range of garrison, exercise, combat operations and contingencies to the users of strategic and tactical command, control, communication, and computer (C4), business, and logistics management systems. Support includes initializing, placing into operation, and troubleshooting the hardware and software interfaces of these systems.
The scope of this requirement identifies and resolves a broad range of technical issues affecting supported systems, to include factors affecting normal system operations which result in the cost effective, efficient, and reliable operation of all supported systems.
SEC’s systems that are performed in its field support mission are the following systems:
Battle Command Server (BCCS), Global Command and Control System-Army (GCCS- A), Advanced Field Artillery Tactical Data System (AFATDS), Joint Automated Deep Operations System (JADOCS), Joint Battle Command - Platform (JBC-P), Blue Force Tracker Aviation (BFT-A), Warfighter Information Network Tactical (WIN-T) Regional Hub Node (RHN), Combat Survivor Evader Locator (CSEL), Mission Command Training Center (MCTC), Sustainment Automation Support Management Office (SASMO), DCGS-A Fixed, DCGS-A IPC(v)1 Intelligence Processing Center (v)1, DCGS-A IPC(v)1 Intelligence Processing Center (v)2, PROPHET, Tactical Ground Station (TGS), the current field support effort. ManTech Advanced Systems International, INC. was competitively selected for task order KX04 and received award on 30 Sep 2016. Thus, ManTech Advanced Systems International, INC. is the incumbent contractor and is currently the only contractor with the necessary manpower, skills and direct familiarity with the requirement to continue to perform this requirement without an impact to mission execution during the eleven (11) months required to complete the planned re-compete.
The follow-on task order that is in progress will combine this effort with two other related FSR efforts into one contract action. It will be solicited on a fair opportunity basis to all Responsive Strategic Sourcing for Services (RS3) Multiple Award Task Order (MATO) contract holders. These efforts are the FSR hardware support currently under contract GS00Q14OADU312, ending in December 2021 (assuming exercise of all options), and the FSR fielding, training and support task order W56JSR-18-F-0034 against contract W15P7T-17-D-0103, ending in September 2023 (assuming exercise of all options). It was determined that efficiencies could be achieved by consolidating these efforts into one task order.
A Request for Information (RFI) was sent for the follow-on United Field Support effort to the RS3 vendors in late May 2019. As a result of this RFI and the complexity of this acquisition strategy to combine these three unique field support efforts with varied and complex workload on global scale, industry requested additional information to better understand and be able to propose to this effort. The Government revamped the Statement of Objectives (SOO) and Performance Work Statement (PWS), and provided these revised documents to industry in early October 2019, which resulted in 120 additional questions. Due to the vast amount of questions from industry, it was determined that additional changes were needed to the acquisition requirements package (SOO, CDRLs, PWS, etc) in order to more clearly define requirements and the Government’s desired end state. The Government began making additional changes to the contract documents in November 2019 and an additional RFI was sent to RS3 vendors in November 2019 to obtain additional feedback from industry on document revisions made to date.
The extension modification is required to maintain continuity of essential mission critical FSR support to the SEC C5ISR systems that are only provided under the SSES NexGen Contract W15P7T12-D-E005, TO Order KX04. The period of performance for the current task order ends on 10 January 2020, with an additional 6 month option period remaining on the contract pursuant to FAR 52.217-8. Award of the new competitive follow-on task order is planned for 10 November 2020. Thus, to ensure there is no gap in FSR service and to allow a 60 day transition to the new contract, the Government needs to extend KX04 for an additional 6 months, 07/11/20 – 01/10/21. This extension will allow the Government to seamlessly transition the Field Support requirements from KX04 to the United Field Support effort and do so in a holistic manner that does not interrupt mission support. Extending KX04 task order while awaiting award of the United Field Support contract is the only viable option. Any other option creates unacceptably high risk to the FSR mission, duplicates knowledge transfer, duplicates labor cost, and creates unacceptable schedule delays. Risks to the FSR mission include allowing transitioning to a new contract for only 6 months, which increases the risk of being able
