(b) Description of the Justification. This justification is to extend the current PoP, to ensure continuity for . Until the contract can be recompeted, it is in the best interested of the Government for the contract to be extended.
HC1028-15-F-0124 was solicited on GSA Schedule 70 as a set-aside for Service- Disabled Veteran-Owned Small Businesses (SDVOSB). The Request for Quotation was sent to five SDVOSB firms on February 3, 2015. Only one quote was received. The solicitation was issued for an additional 30 days in accordance with DFARS 215.371- 2(a)(2), and still only one quote was received. The award was made to on March 17, 2015.
(c) Justification:
(1) Minimum Government requirements: HC1028-15-15-F-0124 expires on September 17, 2020; a bridge action is required to prevent disruption of services while the competitive follow-on effort is awarded. requires continuity in support for engineering, outreach and program analysis support of the multiple EMSS projects identified above. This sole-source bridge modification is required to continue critical services for until the new competitive TO is awarded. Currently, the recompete is in the planning phase under PL8312, with a projected award date of December 23, 2020.
(2) Proposed sole source contractor: As a modification to HC1028-15-F-1024, the proposed sole source contractor is , which is the current contractor on the TO.
(3) Discussion regarding cause of the limited source situation The FAR 52.217-8 six-month extension of HC1028-15-F-0124 will be exhausted on September 17, 2020. The support that provides the Government is critical. A break in service could prove to be detrimental. Without this support, will be unable to deliver desperately needed and time-sensitive capabilities that cannot be provided by substitute services or systems. This means the joint warfighter will be placed at an unacceptable operational disadvantage, which may endanger warfighters’ lives, if the necessary support is not provided. Therefore, a bridge extending services to HC1028-15-F-0124 is in the best interest of the Government.
(4) Demonstration of limited source:
Although market research identified other sources capable of providing these services, is uniquely postured to provide EMSS services without loss of time or work stoppage. understands the requirements and currently possesses the expertise and relevant experience. Minimally, any other contractor would have to first understand the scope of the highly technical requirements, recruit personnel with specialized qualifications, and receive clearance for the new personnel to support the effort before technical support services could continue. This would result in unacceptable delays to the continued support efforts for EMSS.

The Government has determined that the current level of support can only be provided by the incumbent, as it will ensure that there is no detrimental break in service that can endanger the safety of the warfighters’ lives. is the only source that can continue providing the level of support required without risk of a substantial break in support to EMSS.
