Multiple Award Schedule (MAS)/Multiple Award Contract Orders under MAS/General Services Administration Schedules (GSA)/
Federal Supply Schedules (FSS) FAR 8.405-6
Purchase Request Number: CTC0219 Contract Number: GS-35F-0478U Task Order Number: HC1013-15-F-0031 Procurement Title: United States Air Force Central Command (USAFCENT) Area of Responsibility (AOR) Command, Control, Communications , Computer and Intelligence (C4I) COMSATCOM Support Estimated Value:
Limited Source Authority: FAR 8.405-6(a)(l)(i)(B)
LIMITED SOURCE JUSTIFICATION
J&A Number: JA20-092
Upon the basis of the following justification, I, as the Procuring Activity Competition Advocate, hereby approve this limited source justification in accordance with FAR 8.405- 6(a)(l)(i)(B). The acquisition referenced herein is conducted under the authority of the Multiple Award Schedule Program.
1. REQUIRING AGENCY AND CONTRACTING OFFICE:
Requesting Agency:
Head Quarters United States Space Command (HQ USSF) Defense Information Systems Agency (DISA) HQ Complex FT Meade, MD 20755
Contracting Activity:
DISA/Defense Information Technology Contracting Organization (DITCO)/ PL8222 2300 East Drive, Building 3600 Scott AFB, IL 62225
2. NATURE/DESCRIPTION OF ACTION(S): The nature of this action is to procure one 4-month firm fixed price (FFP) base period and two 1-month FFP option periods to extend the period of performance (POP) for task order HC1013-15-F-0031. The POP for the current contract ends May 26, 2020. This extension will extend the POP by 6-months, if all options are exercised. After award of HC101320FO106/CTC0329 to SES GS, a post-award Government Accountability Office (GAO) protest was received. The Agency has used 3-months of FAR Clause 52.217-8 during the recompete effort of HC101315F0031/ CTC0219 and due to the protest, require additional time that exceeds the remaining balance of FAR 52.217-8. This extension will ensure continued support during the protest period of the follow-on task order. This task order effort actively provides USAFCENT with essential COMSATCOM services of 144 megahertz (MHz) of non-pre-emptible satellite bandwidth to support USAFCENT required daily operations.
The total estimated price of this extension is . Fiscal year 2020 operations and maintenance funding will be provided for this extension. The applicable North American Industry Classification Code is 517410, Satellite Telecommunications.
USAFCENT AOR Command, Control, Communications, Computer and Intelligence (C41) COMSATCOM Support-JA20-092 will enable the USAFCENT to support AOR activities for current and future customers. Failure to support the mission partner and other stakeholders will negatively impact the USAFCENT end users.
(2) Proposed sole source contractor: Due to the bid protest filed IGC is the only source that can fulfill this requirement without risk of a substantial break in service/support to the USAFCENT. To ensure ongoing, critical exercises are not affected by the stop-work, an additional 4-month extension to include an option for two 1-month extensions, beginning May 27, 2020, of 144 MHz of non-pre-emptible standard commercial Ku-band satellite bandwidth, which if awarded to another contractor, would cause significant risk of down time while critical missions are in progress.
The USAFCENT missions are still ongoing in the AOR and are required beyond May 26, 2020 and cannot survive a gap in service due to a source selection protest or any other reason.
(3) Discussion regarding cause of the limited source situation: A sole-source action is necessary due to protests filed with the GAO in response to the award of the follow-on task order, HC1013-20-F-0106. If a bid protest had not been received, this extension would not be necessary.
5. BEST VALUE DETERMINATION: GSA has already determined that prices of supplies, fixed price services, and rates for services offered are fair and reasonable for the purpose of establishing the schedule contract. However, the Contracting Officer will make a determination of fair and reasonable pricing for this extension using the proposal analysis techniques at FAR 15.404-1. Based on historical data, it is anticipated that the cost to the Government for this extension will be equal to or less than current commercial pricing. Similar task orders utilizing this particular satellite and the Independent Government Cost Estimate will be used in the Contracting Officer' s fair and reasonable analysis.
6. MARKET RESEARCH: This is an extension to the existing task order to ensure continued support until the protest, to include any corrective action that might be needed, is completed.
Market research was conducted for the follow-on task order which was conducted within the last 12 months. The market research identified potential sources, which enabled the follow-on contract to be conducted as an open market full and open competition.
7. ANY OTHER SUPPORTING FACTS: Not Applicable.

RESTRICTED CONSIDERATION:
