The anticipated cost/price of this contract action to the Government will be determined to be fair and reasonable based on the Independent Government Cost Estimate (IGCE) and a Technical Evaluation from the Program Manager. The Government will execute cost analysis in accordance with FAR 15.404-1(c).

7. Market Research

Market research was completed utilizing the results from the Sources Sought and historical acquisition information. Fair opportunity was provided with the solicitation and award of contract HDTRA1-19-C-0032 through DTRA BAA HDTRA1-17-S-0002. Through this solicitation, Leidos and their subcontractor ASI were determined to be the optimal performer, were awarded the contract, and have been performing the work since the contract started on May 2, 2019. Based on the responses to the Sources Sought (described in Section 5), it was found that only one performer is able to meet all of the contract requirements within the required timeframe; all other responses would need time (an estimated 6+ months) to provide the same level of service currently being provided.

8. Other Facts

Development and modification of the codes requires in-depth familiarity with the CFD, CSD, CTD, and coupled codes as well as the chemical and kinetic models therein. As a conservative estimate, a new contractor's team would require approximately 6 months for code refinement and validation using available test data. This additional 6 months of refinement would only account for reviewing the available data and using it to validate the models and does not account for the time required to run individual models on the HPC or get spun up on the current testing plan, which is very time-consuming depending on the scenario being analyzed. This could cost approximately This cost could not be expected to be recovered through competition-driven lower cost given the duration of the new effort and the requirement for immediate and continued modeling. This additional cost and time plus the risk of degraded quality and timely delivery of the codes/outputs to customers is not justified against any financial benefits that would be obtained by competing the development work due to the relatively short term of the effort. The time estimates are derived from input from government experts in software development and program management. The additional cost estimate is based on the average monthly burn rate of dollars that would be shifted to train personnel versus develop new capabilities.

10. Subsequent Actions

In order to foster competition for future efforts, it is planned to utilize the CWMD IDIQ and hold an Industry Day with CWMD IDIQ performers. The proposed extension will allow for the new CWMD IDIQ to be implemented and there to be time to coordinate this event with different performers. In order to possibly switch performers, sound CFD/CSD/CTD development practices (configuration management, documented code reviews, source code documentation, methodology reports, etc.) are being enforced to mitigate risks associated with a transfer of work from one performer to another. These high-quality development practices will be critical to an efficient transfer to a new performer and DTRA can encourage these practices using Contract Data Requirements Lists (CDRLs). Additionally, the effort will require development of (and refinement of existing) CFD, CSD, and CTD codes, which can allow potential performers time to complete the required modeling with the expected refinement (in partnership with Leidos/ASI or independently) and gain familiarity with the necessary systems, models, and communities.

As a result of such activities, DTRA expects that as program funding increases, competition will become more viable. When moving forward, RD-CX will assess whether other performers are able to execute the CFD-CSD-CTD modeling to provide the required support.
