Upon the basis of the following justification, I, as Procuring Activity Competition Advocate, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of FAR 16.505(b)(2)(i)(A).

1. REQUIRING AGENCY AND CONTRACTING OFFICE:

Requesting Agency:

Defense Information Systems Agency (DISA) Development Business Center (DBC) Services Directorate (SD), SD5 6910 Cooper Ave.

2. NATURE/DESCRIPTION OF ACTION(S): Amendment A: Sole purpose of amendment A is to update the estimated value per contractor’s proposal.

Original JA: The nature of this action is to award a sole source hybrid firm-fixed-price (FFP) and cost-plus fixed-fee (CPFF) production and testing task order for the Global Command and Control System–Joint (GCCS-J) with a period of performance (PoP) of a 4-month base period and one, 2-month option period. The PoP for the current contract ends April 30, 2019. This contract action will provide the required support for an additional six months, if all options are exercised. The PoP of the contract action will be May 1, 2019 – August 31, 2019 with an option for additional services from September 1, 2019 through October 31, 2019. This contract action will ensure continued support during the protest period of the follow-on contract. The Global Command and Control System - Joint (GCCS-J) Production and Testing effort actively provides

HC1047-19-F-6240

GCCS-J Production and Testing Bridge-JA19-077A production and test support with an emphasis on Test and Evaluation (T&E), security engineering, Certification and Accreditation (C&A), and managed services necessary to sustain and maintain the existing GCCS-J baselines(s) which the Program Management Office (PMO) is required to keep in an operational state. In addition, this effort provides production and test support for the completion of development and limited fielding of GCCS-J version 6.x.

3. DESCRIPTION OF SUPPLIES/SERVICES: Continuity of service is required for support to the GCCS-J Program Management Office (PMO). GCCS-J is a major Information Technology (IT) investment designated as an Acquisition Category I (ACI) Major Automated Information System (MAIS) program. The GCCS-J is the Department of Defense (DoD) Joint Command and Control (C2) system of record for achieving full spectrum dominance. GCCS-J is a suite of mission applications that provides critical joint warfighting C2 capabilities and is the principal foundation for dominant battlespace awareness, providing an integrated, near real-time picture of the battlespace necessary to conduct joint and multinational operations. GCCS-J provides a robust and seamless C2 capability to the Commander-In-Chief (CINC), Secretary of Defense (SECDEF), National Military Command Center (MNCC), Combatant Commanders (CDRs), Joint Force Commanders, and Service Component Commanders. GCCS-J offers vital connectivity to the systems the joint warfighter uses to plan, execute, and manage military operations.

The GCCS-J PMO is specifically tasked to sustain and maintain the current capability ensuring continued support of Joint C2 needs across the DoD to include the GCCS Family of Systems (FoS). The intent of this requirement is to procure specific services which ensure that Joint C2 capabilities delivered by the GCCS-J PMO are tested as required, configuration controlled, and distributed in a timely and controlled manner. Specifically, the following services are required:

• Test planning support, test execution, and release management for all GCCS-J major, emergency, and maintenance release process updates

• Integration support of GCCS-J Initiatives reserved for agile development and sprint release

• Software builds for the various GCCS-J Global and Initiative release test events

• Information Assurance (IA)/Cybersecurity support to ensure compliance with all applicable IA DoD Directives and Instructions as well as all Cybersecurity policies/requirements

• Develop, execute, and refine an Information Assurance Vulnerability Alert (IAVA) implementation process to install, test, and field (IAVAs) across all baselines

• Develop, implement, and refine automated test tools for functional and performance testing of the GCCS-J system

• Contractor management to liaison with the Contracting Officer Representative and provide direction to the contractor technical team

The scope of this effort will span the breadth of the GCCS-J PMO's mission, which is “To provide the Joint Commander with premier C2 capabilities that are secure, interoperable and meet current and future war fighter requirements while delivering optimal return on investment for DoD.”

The current contract expires on April 30, 2019. This effort was re-competed as a fair opportunity requirement utilizing Federal Business Opportunities (FBO) as a HUBZone, small business set aside. On Mar 05, 2019, the follow-on contract, HC1047-19-C-0005, was awarded. A bid protest was submitted in a timely manner to trigger an automatic suspension of performance of the follow-on contract pending resolution of the protest in accordance with FAR 33.103(f)(3).

The extension of the required services via a new contract action will allow for continued support of this vital program during the protest period, while retaining the ability to provide a consistent level of effort for the GCCS-J PMO, DISA, and its stakeholders without a break in service.

The estimated cost of support for this contract action is which includes all labor categories, with the exception of Task Areas 2 and 5 from the existing contract HC1028-08-D- 2022 / HC1047-18-F-0004, for the 4-month base period and one, 2-month option period and surge: Base Period May 1, 2019 to August 31, 2019, ; Option period September 1, 2019 to October 31, 2019, ; Surge, .

4. IDENTIFICATION OF THE EXCEPTION TO FAIR OPPORTUNITY:

(a) Exception to Fair Opportunity. The following exceptions apply to exception to fair opportunity accomplished IAW 16.505(b)(2)(i)(a), The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

(b) Justification.

(1) Minimum Government Requirements. The GCCS-J PMO and its stakeholders all depend on daily services currently rendered by the incumbent contractor such as systems builds, testing and security engineering activities for all GCCS-J baselines, including full deployment of GCCS-J version 4.3.x and 6.x operational capability. The GCCS-J FoS includes multiple systems and products installed on a variety of hardware and software platforms. Failure to support GCCS-J would cause significant schedule delays would have a direct adverse impact on the GCCS-J user community, which includes the Joint Staff-designated critical sites (COCOMs, service components, etc.), Military Departments, and coalition partners that use the GCCS-J at locations around the world and at multiple levels of command.

(2) Proposed sole source contractor. Due to the bid protest filed by , Leidos Innovations Corporation is the only source that can fulfill this requirement without risk of a substantial break in service and lack of support to the GCCS-J PMO.

A lack of these services, or any break or decrement in the quality of the services needed would result in serious harm and or death to forwardly deployed warfighters.

(3) A sole-source bridge action is necessary due to a protest filed in response to the award of the follow-on contract, HC1047-19-C-0005. If a bid protest had not been received, this contract action would not be necessary.

5. COST/PRICE FAIR AND REASONABLE DETERMINATION: During source selection of solicitation number HC1047-18-R-4016, a cost/price evaluation was conducted in accordance with FAR 15.404. The contract prices were determined to be reasonable. The proposed cost/prices for the bridge contract action will be compared to the current contract prices as well as the Independent Government Cost Estimate and the proposed prices for the follow-on effort in order to determine fair and reasonableness.

6. MARKET RESEARCH: This contract action is required to ensure continued support until the protest and transition period of the follow-on contract, HC1047-19-C-0005, are complete.

Market research was conducted for the follow-on contract within the last 12 months. The market research identified potential sources which enabled the follow-on contract to be conducted as an open market small business set-aside. Per the DARS 10.002 Procedures, (S-91)(2), market research is not required for this bridge action.
