Section C: Justification for Soliciting from a Single Source

The United States Marine Corps Historical Company (USMCHC) is the only manufacturer of the historical Marine Corps Uniforms. These uniforms must be capable of display as well as being worn formal events and re-enactments. As the only provider of the historical uniforms, these must be recreated on a case by case basis. USMCHC is the only source capable of fulfilling this requirement.

Section D: Efforts to Obtain Competition

Lengthy searches on the web were conducted; however, because of the uniqueness, volume, and differences in the

SAF/AQCP Template | 1 May 2014 Page 2 of 2 uniforms requested, the final conclusion is that The United States Marine Corps Historical Company is the only company able to provide the required uniform combinations from all of the requested time periods. In an effort to promote competition, a sources sought was posted on FBO on 8 July 2016 and closed on 8 August 2016, which generated no interested parties.

Section E: Steps to Preclude Future Single Source Awards

It is the policy of the 6th Contracting Squadron to seek full and open competition whenever practicable. We will continue to survey the market through market research and sources sought should this or similar requirements arise again.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
