Section C: Justification for Soliciting from a Single Source
The current contract with incumbent, LOGMET LLC, will expire on 2 January 2016 and shall be extended for a period of 60 days to 2 March 2016 in order to allow for proposal evaluation and award of the follow on contract. This extension is for the continued provision of highly specialized services and it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition.
Section D: Efforts to Obtain Competition
This sole source extension is a temporary measure to allow time to complete the source selection process and award a competitive contract. The solicitation and award of a new contract was delayed due to the customer failing to meet the required deadlines for deliverables that were key to the execution on the solicitation. The follow-on requirement will be competitively solicited on FBO.
Section E: Steps to Preclude Future Single Source Awards
The original contract was competed and the follow-on contract is also competed. This action would allow for the CO to complete evaluation of offers for the follow-on effort.
It is the policy of the 6th Contracting Squadron to seek full and open competition whenever practicable. We will continue to survey the market through market research and sources sought should this or similar requirements arise again.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
