About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition to award a follow-on United States Personal Services Contract (USPSC) to an incumbent contractor, XXXXX, for Development Program Specialist (Environment) services for USAID/Afghanistan.

XXXXX has over 6 years of specialized experience in this role, including expertise in environmental impact assessments, climate change, and Afghan environmental law. Subsequent contracts will be solicited more broadly after the option periods are complete.
