About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition. It describes the proposed award of a new Firm-Fixed-Price contract to HDT Global for National Stock Number (NSN) 4520016463010, a specialized military space heater. The authority cited is 10 U.S.C. 3204(b)(B)(ii), which allows for sole-source awards for continued production of highly specialized equipment when award to another source would result in unacceptable delays.

The J&A states that no other supplies will satisfy the agency's requirements, and the government does not have the necessary technical data or time to facilitate a competitive procurement. Market research found no viable commercial alternatives meeting the required IASH Type II performance specifications. HDT Global was the sole respondent to a Sources Sought notice. The government is seeking a licensing agreement with HDT Global but has not received a response. The contract will include subcontracting clauses to maximize small business participation.
