About this file
This is a Justification and Approval for Other Than Full and Open Competition (J&A) document filed by the Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC) in Cheltenham, Maryland.
FLETC seeks to procure Washington Metropolitan Area Transit Authority (WMATA) SmartBenefits transit subsidies in the form of rechargeable SmarTrip cards for employee daily commuting. The cards are used to provide and manage transit benefits for FLETC employees and are issued and managed exclusively by WMATA. The contract is structured as Firm Fixed Price with an estimated five-year value (specific dollar amount redacted). Funding will be provided through Operations and Support funds in FY2027, with no solicitation number assigned. The sole contractor is the Washington Metropolitan Area Transit Authority located at H ST SW, Washington, District of Columbia 20024-2511.
The justification for limited source procurement is based on 41 U.S.C. 3304(a)(1), which permits procurement from a single responsible source when no other supplies or services will satisfy agency requirements. FLETC determined that WMATA is the only source capable of providing the transit subsidy card and payment system for the Greater Washington, D.C. area, as it manages the only transit system in the region accessible through a single interface. The SmartBenefits Program is described as an efficient web-based system allowing direct assignment of transit subsidy funds to employee SmarTrip cards. Market research confirmed only one company can provide Smart Trip benefits to FLETC. The Contracting Officer determined the anticipated price is fair and reasonable based on acquisition history and current commercial pricelist data.
