About this file

This Limited-Sources Justification document details a non-competitive task order for Wellbase Monitoring Software Licenses for the Department of Veterans Affairs (VA). The proposed action is a 12-month firm-fixed price contract with two 12-month option years, to be issued to Ready Computing Government Solutions under GSA Multiple Award Schedule (MAS) contract 47QTCA23D004T. The procurement will provide 203 Wellbase Monitoring Software Licenses to support 130 production and 73 non-production servers in the VA's Office of Information and Technology (OIT), specifically for the Veterans Data Integration and Federation (VDIF) Enterprise Platform.

Market research confirmed Ready Computing as the sole authorized vendor for Wellbase software, with no other vendors capable of providing the required monitoring capabilities that integrate with Dynatrace and InterSystems HealthShare. The justification emphasizes that alternative solutions like Prometheus and Grafana cannot meet the VA's specific monitoring requirements. The software is critical for monitoring InterSystems IRIS database servers and supporting the VDIF-EP, which provides a comprehensive medical records platform serving over 11.5 million Veterans and accessing 205.3 million health summary records. Changing or developing an alternative solution would require significant re-architecture, estimated to take over two years and involve duplicative costs.

Wellbase Monitoring Software Licenses Control Number VA-25-00010527

LIMITED-SOURCES JUSTIFICATION

1. Contracting Activity: Department of Veterans Affairs (VA)

Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 23 Christopher Way

Eatontown, New Jersey 07724

2. Description of Action: The proposed action is for a 12-month firm-fixed price (FFP) task order with two12-month Option Years for Brand Name Wellbase Monitoring Software Licenses in support of VA’s 130 production servers and 73 non-production servers supporting the Office of Information and Technology (OIT). This order will be issued on a non-competitive basis under General Services Administration (GSA) Multiple Award Schedule (MAS)47QTCA23D004T to Ready Computing Government Solutions, 150 Beekman Street, Floor 3, New York, NY 10038-2015.

3. Description of the Supplies or Services: The proposed action is to provide OIT with 203 Wellbase Monitoring Software Licenses. This will support 130 production servers and 73 non-production servers deployed throughout VA. Veterans Data Integration and Federation (VDIF) Enterprise Platform (EP) provides a longitudinal, deduplicated, and federated view of the electronic medical record provided by VistA, the Department of Defense (DoD), and community partners. To fulfill this mission, VDIF-EP requires a software package that provides monitoring capabilities that plug into Dynatrace, providing HealthShare telemetry containing data, licensing, and application layers.

Dynatrace is currently deployed for enterprise monitoring, and is used by testers, engineers, architects, scrum teams, and product managers.

The VDIF-EP product fulfills a Mission Act requirement to provide a single point of access to Veteran’s medical records from any of the 133 Veterans Health Information Systems Technology and Architecture (VistAs) instances where veterans receive care.

The platform is an enterprise platform which provides a continued record support across all VistAs and is the largest HealthShare instance in the world with over 100,000 users accessing 205.3 million health summary records of 11.5 million Veterans. The VDIF-EP product discloses over 479 million records to community care partners monthly.

The total estimated value of the proposed , inclusive of a 12-month base period and two 12-month option periods.

4. Authority: This acquisition is conducted under the authority of the Multiple-Award Schedule Program. The specific authority providing for a limited source award is Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.”

5. Rationale Supporting Use of Authority Cited Above: The proposed source is Ready Computing Government Solutions, 150 Beekman Street, Floor 3. New York, NY 10038- 2015. Based on extensive market research, as detailed in Section 8 of this document, it was determined that Ready Computing is the only source that can provide the aforementioned Wellbase Monitoring Software and adaptors to monitor and sustain high availability and performance for Client Health Information Technology (IT) systems such as VDIF-EP within VA. Any other brand name software is not interoperable with the VDIF-EP, software and monitoring system currently fielded. Specifically, the current monitoring system and software communicates through a source code that is based on Wellbase proprietary data. Therefore, no other software can provide this communication capability without this proprietary source code. No other brand name software is interoperable with HealthShare monitoring requirements, as no other product is capable of communicating or integrating with the existing InterSystems HealthShare and Dynatrace systems. Ready Computing Government Solutions manufactures, installs, and supports the current proprietary Wellbase software and adaptors monitor and sustain high availability and performance for Client Health Information Technology (IT) systems within the VA. The Wellbase monitoring software is the only monitoring package that is capable of deeply monitoring within InterSystems Interoperable, Reliable, Intuitive, and Scalable (IRIS) database for Health servers like those that run VDIF-EP, and then making that monitoring information available to system administrators. Changing from Wellbase would require re-architecture and replacement of not only VDIF-EP but the IRIS for Health Database Management Systems (DBMS) running underneath. Ready Computing is currently the only entity legally allowed to resell, distribute, and implement Wellbase. Currently there are no other authorized resellers for this capability. Therefore, no other products or services could fulfill this requirement.

Custom development of a monitoring tool to display the application greatly increases the Government’s risk to success due to the time it would take to custom develop, test and deliver the software. During this time, the Government would have to run the Wellbase software concurrently in order to ensure there was a seamless transition for these critical services. Based on previous acquisition history, VA technical experts estimate this replacement effort would produce duplicative costs of and take an estimated 2+ years to complete. These estimated duplicative costs would not be recovered through competition.

Furthermore, customizing and/or developing a new solution does not meet the Governments requirements within the Health Technology Office Enterprise Architecture which requires that product lines observe plays and guardrails to product development which include “reuse” of software and “commercial-off-the-shelf (COTS) as opposed to building custom developed software in-house.

Should this acquisition not occur, OIT will lose the capability to proactively monitor and manage the InterSystems HealthShare systems. This will significantly raise the risk of service degradation or outage, which would lead to a decrease in the efficiency of clinical staff, and ultimately to a decrease in patient safety.

6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can meet the Government’s requirements. There is no competition anticipated for this acquisition. In accordance with FAR 5.301 and 8.405-6(a)(2) the award notice for this action will be synopsized on the Contracting Opportunities website and this justification will be made publicly available within 14 days of award.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed. Specifically, the Government will continue to monitor the marketplace to determine whether other brand software could integrate into VA's existing VDIF Enterprise Platforms.

8. Market Research: In March 2025, market research was conducted by the Government Subject Matter Experts (SMEs) via online catalog searches on NASA SEWP and SAM.gov and web-based research and inquiries. Specifically, the project team evaluated two additional similar service providers, Prometheus and Grafana and determined neither were capable of monitoring capabilities that plug into Dynatrace.

Prometheus is capable of monitoring cloud-native systems, and Grafana is capable of building easy-to-read dashboards, but neither is capable of providing the databridge required to provide full monitoring functionality to VA.

Additional market research was conducted by the Contract Specialist (CS). A search was performed on the Provider Lookup/Vendor Certification for Ready Computing and Wellbase software on NASA SEWP V GWAC, GSA Advantage, and an internet search only to find out that no other vendors can provide Wellbase. Finally, the CS confirmed with Ready Computing that Ready Computing is currently the only entity legally allowed to resell, distribute, and implement Wellbase. As such, there is not an expectation of competition.
