About this file
This document is a Justification for an Other Than Full and Open Competition (J&A) for the Veterans Integrated Services Network (VISN) 10. The Department of Veterans Affairs seeks to renew software maintenance, equipment maintenance, and technical support services for the Cardinal Health WaveMark System, currently installed at four VA Medical Centers (Indianapolis, Cleveland, Dayton, and Ann Arbor). The system is a Real-Time Location System (RTLS) for tracking medical supplies in Catheterization Labs, with interfaces to VistA and the Federal Electronic Health Record (FEHR).
The proposed sole-source contract is with Cardinal Health for a 12-month base period with two 12-month option periods. The justification emphasizes that Cardinal Health is the only vendor capable of providing the required maintenance and support, as they own the proprietary rights, database structures, and source code. Market research confirmed no alternative vendors can meet the VA's specific requirements. The contract is critical for maintaining patient care efficiency, preventing delays in medical procedures, and supporting the VA's planned FEHR integration scheduled for 2026. The procurement is authorized under 41 U.S.C. 3304(a)(1) and will be synopsized on the Contracting Opportunities Page for potential evaluation of any received proposals.

VISN 10 WaveMark Control Number:
JUSTIFICATION FOR AN OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of Veterans Affairs Office of Procurement, Acquisition, and Logistics
Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action: The proposed sole source contract is for a firm-fixed-price contract for the renewal of WaveMark software maintenance, equipment maintenance and technical support services with Cardinal Health, 300 Baker Ave Ste. 207, Concord, MA 01742.
3. Description of Supplies or Services: The Veterans Integrated Services Network (VISN) 10, has a requirement for continued software maintenance, equipment maintenance, and technical support services of the Cardinal Health WaveMark System, which is currently in place at four VISN 10 locations, Richard L. Roudebush VA Medical Center (VAMC) located at 1481 W 10th Street, Indianapolis, IN 46202, the Cleveland VAMC located at 10701 East Boulevard, Cleveland, Ohio 44106, the Dayton VAMC located at 4100 W Third Street, Dayton, Ohio 4542 8, and the Ann Arbor VAMC located at 2215 Fuller Road, Ann Arbor, Michigan 48105. The infrastructure in place at VISN 10 consists of Real-Time Location System (RTLS) smart cabinets, point of service stations, and tagging stations, in addition to the workflow including disposable tags on consumables, the interface with Veterans Health Information Systems and Technology Architecture (VistA), the interface with the Federal Electronic Health Record (FEHR) and the WaveMark Enterprise RTLS (EiRTLS) software licenses. The WaveMark supply management and workflow solution supports an optimized supply chain to drive effective patient care. The radio-frequency identification (RFID) cabinets track supplies being utilized within the Catheterization Lab through integration with the supply chain management and ordering system. The Contractor shall perform all proactive monitoring, remote and/or on-site maintenance, scheduled upgrades, preventive maintenance, unscheduled repairs, corrective maintenance, and technical support of all software including all software version changes, upgrades, updates, patches, enhancements, corrections, and new releases 24 hours per day, 7 days per week, and 365 days per year, during the Contract performance period. The Contractor shall perform scheduled preventive maintenance in accordance with recommendations of all Wavemark systems. Also, the Contractor shall provide the continuation of technical and phone support to facilitate operation of VA-owned perpetual WaveMark software licenses and interfaces in conjunction with the WaveMark hardware (cabinets). The Contractor shall provide all software upgrades, updates, and new versions including any replacement version or name revisions of the existing perpetual unlimited, non-exclusive software licenses. The Contractor shall also remediate software and equipment issues associated with the WaveMark system and bring it back to working order. No software or hardware is being procured under this action.
The period of performance for this effort will be a 12-month base period with two 12-month option periods. The total estimated value of the proposed action is inclusive of options.
4. Statutory Authority:
The statutory authority permitting other than full and open competition is 41 U.S.C.
3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1
5. Rationale Supporting Use of Authority Cited Above: Based on market research, as described in Section 8 of this justification, it was determined that the Cardinal Health Wavemark solution is the only expendable inventory tracking system for Cardiology that is approved for use with both VistA and Oracle Health. The WaveMark solution has been approved by the EHRM IO Baseline team for integration with the FEHR.
The pilot site for the design and implementation of WaveMark with Oracle Health is Ann Arbor VA Medical Center within VISN 10. VA requires support of the existing infrastructure for continued functionality and continued operational availability. The software maintenance, equipment maintenance and technical support services required are only available directly from Cardinal Health, which owns the proprietary rights to the software.;. Only Cardinal Health has access to the proprietary database, structure, protocols, and application programming interfaces specific to the maintenance needed for the software and hardware in place. Without access to the proprietary source code, existing proprietary database structures, protocols, software application programming interfaces, and software, updates cannot be installed. No other source can provide the required WaveMark support and maintenance. Using any other software would require VISN 10 VAMCs to procure both brand new hardware and software which is estimated at , which would take four to six months for procurement, with an additional 10-12 months for the design, implementation and roll out, which would not be recouped through competition. The estimated duplication of time and costs are based on previous procurement history. Failure to procure this WaveMark support will cause an immediate impact to patient care with delays in catheterization procedures, it would affect patient safety with consumable tracking linked to VistA and would delay the VISN 10 integration with the FEHR that is scheduled for go live in 2026.
6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that could . Additionally, the proposed action will be synopsized on the Contracting Opportunities Page in accordance with FAR 5.201. Any proposals that are received shall be evaluated.
7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.
8. Market Research:
by reviewing other similar RFID solutions. Specifically, the technical experts reviewed similar Original Equipment Manufacturer solutions online in March 2025 from and the . Based on reviews of these products, the e access to the proprietary data/source code and therefore are unable to provide the required maintenance support. Additionally, the Cardinal Health Wavemark solution is the only product that is approved for Cardiology supply chain management via the FEHR baseline team for integration with the FEHR currently.
VA Subject Matter Experts regularly review industry trade publications and conduct internet research via Emergency Care Research Institute to ascertain if any other brand name software is available and to track market trends and improvements. Based on these
Additional market research was performed by the Contract Specialist in September 2025 by utilizing the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract (GWAC) Provider Lookup tool, which yielded no businesses that were resellers of the required WaveMark software and hardware support. The Contract Specialist also searched the General Services Administration (GSA) eLibrary and confirmed zero resellers for WaveMark software and hardware support. The Contract Specialist contacted WaveMark on September 24, 2025, confirming that all WaveMark software maintenance, equipment maintenance and technical support services are supplied by their internal Field Service Team, and they do not subcontract equipment or services to any other company. WaveMark also confirmed that they are not currently listed on a GSA Schedule or under the NASA SEWP GWAC.
Based on the information provided above, there is adequate reason to believe that there is no competition anticipated for this requirement. The effort did not yield any additional sources that could
