About this file

This is a Memorandum for Record documenting a sole-source contract justification for Fort Hood's Stand Alone Network Enterprise Center (SANEC). The contract is with Evergreen Fire and Security for maintenance services, technical support, Lenel licenses, and software updates for existing access control and camera systems across multiple buildings and campuses at Fort Hood. The total contract value is $92,785.30, covering a 12-month period from 1 October 2025 to 30 September 2026, with a fixed-price contract type. Market research and a Sources Sought notice revealed that Evergreen Fire and Security is the only vendor capable of supporting the existing Lenel systems, justifying the sole-source award under the GSA Multiple Award Schedule (MAS) contract #47QSWA23D0091.

5. Reasons for Authority Cited:

a. A review of market research on previous purchases—both through internal contracts and external GSA MAS task orders—has consistently shown that this vendor is the only one capable of fulfilling the requirement. Prior contracts have been competed under various conditions, including full and open competition (F&OC), 100% small business set-asides, and fair opportunity processes. Regardless of the competition level, this vendor has consistently been awarded the contract.

b. The client requires ongoing maintenance of an existing security system. Failure to provide timely service support would compromise the security of several buildings that house sensitive equipment and personnel, where access control is critical.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at FAR 5.202(a)(11).

Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A)

Action is NOT a brand name restriction and is under $250K, no posting required.

Action is a brand name restriction, under $25K, no posting required.

Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.

Action is a brand name restriction over $25K but will not be posted due to exception:

FAR 6.305(f) FAR 8.405-6(b)(3)(iii)(A) FAR 8.405-6(b)(3)(iii)(B) FAR 8.405-6(b)(3)(iii)(C) FAR 16.505(a)(4)(iii(C)

7. Market Research: Market research was conducted in accordance with FAR Part 10 to determine the availability of sources capable of meeting the Government’s technical requirements.

The research included the publication of Sources Sought notices on both SAM.gov and GSA eBuy under NAICS 334290. An analysis of past and current Fort Hood contracts of similar scope and complexity was also conducted as well as a review of mandatory sources and other potential service providers.

The Sources Sought notice yielded four responses on SAM.gov; however, only one respondent demonstrated the technical capability to support the existing Lenel systems.

No responses were received via GSA eBuy.

Following discussions with the requiring activity, NAICS 561621 was identified as more appropriate for this requirement. However, prior solicitations under NAICS 561621 failed to attract technically qualified small business vendors. Based on this history and the current market response, the Contracting Officer determined that reposting under the updated NAICS would not yield additional qualified sources.

The identified vendor is a small business under NAICS 334290, and is currently performing similar work at Fort Hood. While not a small business under NAICS 561621, the vendor holds an active GSA Multiple Award Schedule (MAS) contract (47QSWA23D0091) and has demonstrated unique technical qualifications that align with the necessary requirements.

In accordance with FAR 6.302-1(a)(2)(ii), which permits sole-source awards when only one responsible source is capable of satisfying agency requirements, and FAR 8.405- 6(a)(1)(i)(B) for orders under GSA MAS, the Contracting Officer has determined that this vendor is the only source capable of meeting the Government’s needs.

Awarding a sole-source task order under the existing GSA MAS contract is in the best interest of the Government. The use of Other Than Full and Open Competition (OTF&OC) procedures is justified, as no other vendor has demonstrated the required capability.

8. Other Facts: The technical requirements for this contract are restrictive due to equipment and software choices made during the initial installation of the access control and security systems. The client is not authorized to purchase new software or systems to broaden competition; they only require ongoing maintenance and software support for the existing systems.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon historical data gathered via previous and current contracts awarded as well as direct quotes provided by the customer and vendor.

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the

Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
