About this file
This justification and approval document concerns a sole source contract award for electric over hydraulic (EH) T-9 medium dozers. The Army Materiel Command TACOM Life Cycle Management Command awarded contract W56HZV21D0034 to an unknown vendor for an unknown amount on March 29, 2021. The justification cites the need to avoid substantial duplication of costs that would result from competitive bidding due to prior investments in training personnel and developing logistical products specific to the current T-9 dozer configuration from the incumbent vendor. The amendment increases the total value to incorporate additional service requirements including integrated logistics support, storage, and instruction and knowledge products transfer.

budget data OPSEC: budget data effort and cost to the Government. This is because John Deere would need to provide hardware (FAT vehicles) for testing and develop logistics products to meet the T-9 Medium Dozer requirements. In addition, the Government would have to conduct additional training to ensure the Army personnel could properly use and operate the new configuration of the T-9 Dozer. Maintaining the current T-9 Medium Dozer configuration is essential in avoiding substantial duplication of cost cited in paragraph 5 above.
Based on the market research, the previous procurement and program knowledge, the Government is aware there are other vendors capable of manufacturing medium size Dozers with the potential of meeting the requirement. However, based on the circumstances described in section five, a competitive effort would result in substantial duplication of cost.

10. Other Facts:
i. Procurement History: No Change
ii. Other Facts: Reason for Amendment 01: Amendment 01 increases the total J&A value by from and also incorporates an update to the market research. The estimated value is increased based on additional service requirements to include ICLS, Storage and I&KPT. T-9 Medium Dozers procured via this contract must obtain Full Material Release (FMR) or Conditional Material Release (CMR) prior to fielding. ICLS will be used to provide scheduled and unscheduled maintenance of the EOH insert and allow for fielding of Dozers until FMR requirements are achieved. Storage is added to protect the Government in the event delays occur while achieving FMR or CMR approval. The I&KPT is added as it is necessary for the new EOH insert to ensure Army trainers and key personnel can adequately provide NET of the EOH Dozer operation and maintenance functions to gaining units. The estimated dollar amount for Logistical Data Product updates for the EoH Technical insert decreased by from to to correct an error in the original estimate for this service. Lastly, the market research section is updated to include new information pertaining to a capability statement submitted by John Deere, Inc.
