About this file

This is a Single Source Justification document for a simplified acquisition under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1). The Department of State's Overseas Post in Rabat is requesting approval to award a sole source contract to INWI, an internet service provider, for post data services renewal. The requirement is for a 100 Mbps dedicated internet leased line with 16 static IP addresses at the US Embassy in Rabat. The estimated contract value is MAD 519,840 (approximately $55,896.77) for the entire period of performance, covering 12 months of high-end dedicated internet circuit service. The services will enable the DT Office to secure primary OPENNET connectivity, enterprise WIFI services, Netbox services, and power meter services.

The justification identifies INWI as the sole source provider based on the vendor's status as the sole provider for the Post's redundant data services. INWI was selected as the current circuit provider, having proposed the lowest offer this year compared to the other main internet service provider used for redundant service, with both providers being the only services available for the Post's use case. The Contracting Officer has determined the anticipated cost to the Government is fair and reasonable. The document includes certifications from Troy Jackson, Acting DT Chief, and Marc Hildwein, Contracting Officer, dated April 21, 2026, confirming the accuracy and completeness of the justification.
