About this file
This document is a Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold (J&A) for the Carl R. Darnall Army Medical Center (CRDAMC). The document justifies a sole-source procurement from HH/Killeen Health System, LLC (Seton Medical Center) to lease their sterile processing department (SPD) due to ongoing equipment failures at CRDAMC. The urgent need stems from CRDAMC's inability to process sterile medical instruments, which threatens patient safety, surgical schedules, and mission readiness. Seton Medical Center is the only local medical center with the necessary equipment, capacity, and a memorandum of agreement (MOA) that meets CRDAMC's critical requirements. The procurement will be a fixed-price purchase order funded through Operations & Maintenance, Army (OMA) funds, and is being conducted under the Defense Health Program with a justification based on FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold.
