About this file
This memorandum documents a limited competition justification for the upgrade of a RapidComm data management system at Brooke Army Medical Center. Siemens Healthineers, the incumbent provider of the RapidComm system, will be sole-sourced for the upgrade. The RapidComm system is critical for oversight of more than 27 point-of-care testing devices and ensures patient safety and care. Market research found no other systems meet requirements. The justification cites the RapidComm trademark and lack of authorized dealers requiring purchase directly from Siemens. The awarded contract to an unknown vendor on January 7, 2024 was for an unknown amount to provide the Trac4Life system under solicitation number W81K00-24-Q-0015 for the Department of the Army Medical Command.

6. Reasons for Authority Cited: Siemens Healthineers, located at 40 Liberty
Boulevard, Malvern, PA 19355 provides the RapidComm System for data management of quality control, competency and training, operator access, device status and patient testing results. RapidComm is already in use throughout BAMC and is linked in to BAMC’s network. This unique data management interface system is currently tied in to over 27 devices, which include the Rapid Point 500 and Rapid Point 500e Blood Gas Systems, the Clinitek Status, and DCAvantage HgbA1c. The system is currently operating on version 6.1on a 2008R2 server, however, BAMC is updating servers to a 2016 version which is incompatible with RapidComm version
6.1. Therefore, we must update RapidComm to the most current version, 7.1.
RapidComm is critical to the management of POCT devices and not acquiring the most current compatible version will cause the POCT team to lose all oversight for data management for over 27 POCT devices. This severely jeopardizes patient safety and care. Siemens is the sole proprietor of the RapidCommm Data Management System; which is a registered trademark of Siemens Healthcare Diagnostics Inc. There are no authorized resellers or distributors of the software.
