I. Agency and Contracting Activity.

The contracting agency and organizational activity responsible for requesting this proposed contracting action is

16 AF/AMIC Det 2 and 16AF/AFCO-CFR respectively, 2 Hall Blvd, Ste 212, San Antonio TX 78243-7034.

II. Nature and/or description of the action being approved.

Approval to issue a follow-on Firm Fixed Price (FFP) 10-Year Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract on a sole source basis to Sierra Nevada Corporation (SNC), 11551 E Arapahoe Rd, Centennial, CO 80112, in support of the 16th Air Force (16 AF) Tactical Systems Emulator (TSE) development and sustainment requirement. This continues development of the TSE for Tactical Systems Operator (TSO) Airborne SIGINT Terminal Guidance (A-STG) training, continue capability development for Direct Support Operator (DSO) training, upgrade delivered TSE classrooms, and provide sustainment of delivered TSE classroom systems and software for the duration of the contract period.

This will be a direct and immediate follow-on effort to an existing IDIQ contract (FA703719DA001), which was also awarded to SNC on a sole source basis, with a four-year ordering period from 1 Jan 2019 to 31 Dec 2022.

RAD in the amount of $95M for a 10-Year ordering period has been executed and approved by the 16th Air Force Director, Cryptologic Office. The approved RAD can be found in KTFS under file element 189.

III. Description of supplies/services required to meet agency needs (including the estimated value).

A follow-on contract is required to continue development and sustainment of the TSE which is currently under contract by the 16th Air Force (16 AF). The contractor shall provide engineering, software development, procurement of parts and equipment, fabrication, modification, installation, test, data, and operation of the Tactical Systems Emulator (TSE). This effort supports continued development of TSE capabilities for new Airborne SIGINT Terminal Guidance (A-STG) technologies (Mode 5, Mode 6, TCCoS, LSCoS, OCoS, RCoS, BOTM) as needed to match projected light ISR aircraft modifications, deliver upgraded classroom hardware and software, integrate TSE software with AFSOC mission training devices, develop and integrate a Direct Support Operator (DSO) training capability into existing TSE classrooms, sustain the TSE communication capability at Goodfellow AFB, TX, and sustain all delivered TSE classroom systems. Contractor proprietary software for Full Motion Video (FMV) and other classified TSO and DSO capabilities embedded in AFSOC mission aircraft and simulation will be used to incorporate realistic TSE classrooms. Appropriated Interface Control Documents, User's Manuals, and Information Assurance Security Accreditation support for software release and classroom installations will be provided.

The total contract ceiling is estimated at $95M for a 10-year ordering period from contract award date through 10 years.

Year 1 is estimated at $7.3M which includes to sustain delivered hardware and software capabilities and complete a 5-year tech refresh existing TSE classroom systems; for development of new advanced TSO capabilities and to continue development DSO training capabilities.

Year 2 is estimated at $6.210M

Year 3 is estimated at $6.39M

Year 4 is estimated at $6.578M

Year 5 is estimated at $6.677M

March 2020 Security Marking (select from the drop-down list) Page 4 of 6 within the overall TSE capability such as the Horus Sensor simulation framework, Binary Armor, and MANTICORE have been fielded in aircrew mission simulators and AFSOC aircraft and are required for the TSE to support Tactical System Operator training and fielding of new capabilities for Direct Support Operators. There is still no other solution available. Initial TSE development began in 2014 at the direction of the 25 AF/CC (now 16 AF)/Air Force Cryptologic Component Commander. This eliminated the need to lease aircraft and basing them on Air Force installations, contracting of TS/SCI cleared pilots and eliminates the security risks associated with training these capabilities from the air in CONUS. The TSE provides a secure classroom stand-alone training capability not previously available by airborne training.

Opening this requirement up to alternative solutions would negate the significant time, resources and dollars expended to bring the TSE capability to what it is today. In essence the Air Force would be starting over from scratch. Current and continuous TSE support is critical for the Air Force to meet HAF requirements to train and certify new TSOs as authorized by HAF/A2 1A8X2. Without the Emulator program there would be no newly trained TSO's which would have an immediate adverse impact on the Air Force Mission.

Direct annual cost savings as reported by the 361 ISRG has been over . The seven-year total cost savings to the Air Force has been estimated at . Annual costs associated with the airborne training (through leased aircraft, contract pilots, fuel, insurance and maintenance) has been over . A single airborne training event cost and only supported training of one student at a time.

A new TSE classrooms costs with sustainment costs of depending on per diem locations. TSE classrooms training support up to three TSO students at a time with a cost o . Use of the TSE for Airborne Cryptologic Certification Training (ACCT) reduces the number of training days for TSO students from 39 to 24 days. Each TSO student completes a minimum of 10 training events per mode certification at ACCT and most certify on two modes prior to moving on the Aircrew Mission Qualification Training at their permanent duty location. The 361 ISRG reported 4,106 TSE total training events for 2019 and 4,088 for 2020.

This follow-on acquisition is for the continued performance of the aforementioned highly specialized equipment and service(s) which formed the Tactical System Emulator program. Award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under

FAR 5.202 applies.

Based on current market conditions and previous acquisition strategies, coupled with the security conditions surrounding this requirement, there are still no other sources able to meet the requirements of the Government.

SNC holds the proprietary rights to the software code and has not authorized any resellers to utilize the code independently. Furthermore, SNC currently holds and authorizations supporting TSE development, as well as supporting existing contracts for simulation on AFSOC aircraft. SNC holds current clearance and authorizations with supporting TSE development of A-STG capabilities on the AFSOC aircraft and mission training devices (simulators).

A notice of intent to sole source contract for a 10-year ordering period has been posted on FedBizOps on 11 Jan 2022 for 15 calendar days in compliance with FAR 5.203(a). Any responses received from industry will be appropriately addressed prior to award of this proposed contract action; however, any responses would not change the basis of this justification. Additionally, a redacted version of this J&A document will be posted within 14 days of award as required by FAR 6.305(a).

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The Contracting Officer will ensure that the requirements described herein is negotiated at a fair and reasonable price to the Government. Certified cost or pricing data will be required from the contractor and a thorough price and cost analysis and
