DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-21-AP-2538
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Lebanon VA Medical Center, 1700 S.
Lincoln Avenue, Lebanon, PA 17042. PR #595-21-2-480-0082.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The estimated value of the proposed action is $100,534.75
The Operating Room at the Lebanon VA Medical Center is requesting a sole-source procurement of a TruSystem 7000dV Surgical Table to assist in laparoscopic procedures performed in the Operating Room. The table will be used in conjunction with the da Vinci surgical Robot being acquired under a separate acquisition.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The TruSystem 7000dV Standard Table will be used in conjunction with the da Vinci surgical Robot, which is being purchased under PR 595-21-2-480-0106. The TruSystem 7000dV Table is a sophisticated operating table that allows surgeons to make essential table adjustments in order to execute surgeries in an efficient and effective manner.
The TruSystem surgical table is being purchased in conjunction with a separate acquisition for a da Vinci Robotics Surgical System, which according to the manufacturer, Intuitive Surgical, is the sole surgical table compatible with the da Vinci Surgical Robot. A letter from Intuitive Surgical was provided by the customer as part of their acquisition package.
4. Description of market research conducted and results or statement why it was not conducted:
Limited market research was conducted as this is a sole source requirement in accordance with FAR 6.302-1, Only One Responsible Source. The Contract Specialist did initially post a source sought notice to GSA’s EBuy system; however, no responses were received. It was initially thought this system was available via GSA. As part of its market research, the customer provided a letter from the manufacturer, Hill-Rom Company, Inc. indicting that they are the sole, exclusive source for the proprietary TruSystem 7000dV Surgical Table. They do not authorize any other entity to sell or distribute the system and it is available only from Hill-Rom Company, Inc. via Open Market.
