This is a Justification and Approval (J&A) document for other than full and open competition for test stand maintenance services at Hill AFB and Kadena AB. The Department of the Air Force intends to award a sole-source contract to Testek LLC for repair and support services of test stands used by the 524th and 526th Electronics Maintenance Group (EMXG) and the 530th and 531st CMXG.
The contract is structured as a one-year base period (23 July 2024 - 22 July 2025) with four one-year options plus a six-month extension option through 22 Jan 2030. The contract combines FFP (79%), CPFF (14%), and cost reimbursable (7%) CLINs for on-site maintenance, engineering assistance, parts, and travel. The work includes repair services, maintenance, engineering/software services, system integration, reconfiguration, and component upgrades. Testek is deemed the only source capable of performing the work due to their proprietary technical data and source code. The Air Force attempted to purchase technical data rights but Testek refused to sell them. A Sources Sought notice posted on SAM.gov received one response from Test-Fuchs Corporation, which was found technically unacceptable due to lack of source code access. The contract requires 1,920 man-hours per year for the base period and 960 man-hours for the six-month extension option.
