About this file

This document is a Justification for Other Than Full and Open Competition for the Department of Veterans Affairs (VA). The VA's Technology Acquisition Center is seeking to procure a Brand Name Censis Laser Marking Equipment and Training for the Fayetteville, North Carolina VA Medical Center's Sterile Processing Service. The procurement is specifically for a CensiMark Laser Unit from Censis Technologies, Inc., which will include one week of onsite training and technical support. The contract is a one-time purchase with a 120-day performance period, and the VA determined that Censis is the sole authorized provider of the CensiTrac system for the North American market, with the equipment already deployed in over 80 VA facilities.

The justification highlights that market research was conducted in June 2025, reviewing alternative laser marking systems like SPM by Microsystems Inc. and KeyDot by KeySurgical, but none could integrate with the existing Censis equipment or meet VA requirements. The VA will continue to conduct market research to potentially increase competition in future acquisitions. Additional VA facilities in VISN 6, including VAMCs in Durham, Salem, Asheville, Salisbury, and Hampton, are also in the process of purchasing the same laser marking machine to ensure consistency of care and training.

VA-25-00056084

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics

Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724

2. Description of Action: The proposed action is for a firm-fixed price contract for the procurement of Brane Name Censis Laser Marking Equipment and Training for the Fayetteville, North Carolina VA Medical Center’s (VAMC) Sterile Processing Service (SPS). The Program Office requires the procurement of Brand Name CensiMark Laser Unit and Training from Censis Technologies, Inc, 4031 Aspen Grove Drive, Suite 350 Franklin, TN 37067-2939.

3. Description of Supplies or Services: The Fayetteville, NC VAMC SPS has a requirement for Brand Name Censis Laser Marking Equipment and Training. The Contractor shall provide technical and phone support to facilitate operation of the CensiTrac technologies. This effort is a one-time purchase which will include one (1) week of onsite training and set-up. The CensiMark Laser Unit is designed for use with the CensiTrac software and as such has a preconfigured sequencing number format configured for use with the existing VISN 6 CensiTrac software. VA requires the CensiMark Laser Unit be compatible for use with the existing VISN 6 CensiTrac software, as Censis will not support or troubleshoot issues with third-party laser markers. The period of performance for this effort shall be within 120 days of award for installation and training. The total estimated value of the proposed action is .

4. Statutory Authority: The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

5. Rationale Supporting Use of Authority Cited Above: The proposed source for this action is Censis Technologies 4031 Aspen Grove Drive STE 350, Franklin, TN 37067.

Based on market research, as described in Section 8 of this justification, it was determined that the required brand name CensiMark Laser Unit and training is only available directly from Censis the sole authorized provide of CensiTrac for the North American market. Only Censis Technologies has access to the proprietary database, structure, protocols, and software application programming interfaces specific to the Laser Marking system needed for the existing Censis systems in place. Therefore, at present there is no other system available in the marketplace that can meet this requirement. It was determined that CensiTrac is the VA’s existing tracking system and is already deployed in over 80 VA facilities. The purchase of the CensiMark Laser Unit provides VA with the consistency needed to meet the Government's requirements for collaborative sterile processing. The CensiMark Laser Unit is only compatible with the CensiTrac software that is

currently in use in the Fayetteville VA Coastal Health Care System and throughout VISN 6. The following VISN facilities are also in the process of purchasing the same laser marking machine thereby ensuring consistency of care and training with the facilities: VAMC Durham, NC; VAMC Salem, VA;

VAMC Asheville, NC; VAMC Salisbury, NC; and VAMC Hampton, VA.

6. Efforts to Obtain Competition: Market research was conducted, details of which are in Section 8 of this document. This effort did not yield any additional sources that can meet the Government's requirements. There is no competition anticipated for this acquisition. In accordance with FAR 6.302-1(c)(1)(ii)(c) and 5.102(a)(6) this justification shall be posted with the solicitation. Furthermore, the proposed action will be synopsized on the Contracting Opportunities Page in accordance with FAR

5.201. Any proposals that are received shall be evaluated.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.

8. Market Research: The Government's technical experts conducted market research in June 2025 to ascertain if other brands could meet the VA's requirements. Similar Laser Marking systems and training services were reviewed including SPM by Microsystems Inc., and KeyDot by KeySurgical, to ascertain if other brands could meet VA's requirements. Only Censis Technologies has access to the proprietary database, structure, protocols, and software application programming interfaces specific to the Laser Marking system needed for the existing Censis systems in place. Therefore, at present there is no other Laser Marking system available in the marketplace that can meet this requirement. It was determined that CensiTrac (developed by Censis Technologies, Inc) is the VA’s existing tracking system and is already deployed in over 80 VA facilities. None of the alternative solutions can integrate and interface with the existing Censis equipment already in use throughout the Fayetteville, NC VAMC. Each alternative solution would require new equipment to be purchased, education and training for all clinical staff. Censis Technologies, Inc provided a sole source document dated July 25, 2025 confirming that they are the sole authorized provider for the required CensiMark Laser Unit. Furthermore, Censis Technologies, Inc does not have any third (3rd) party distributors. As such, no other entity may sell, market, implement, or instruct the use of CensiTrac® without the express written consent of Censis Technologies, Inc. As of the date of that letter, Censis Technologies, Inc. is the sole authorized provider of CensiTrac® for the North American market.

12. Contracting Officer Certification/Approval: I certify that this justification is accurate and complete to the best of my knowledge and belief.
