About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for federal contract solicitation SPE7LX26RX011 issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).
The acquisition seeks to procure manifold absolute pressure sensors (National Stock Number 2990-015253916) with part numbers 161-1704 from Caterpillar Inc. (CAGE 11083) and 1000298 from General Dynamics Land Systems - Force Protection Inc. (CAGE 1EFH8). The estimated annual demand quantity is 1,049 units. This is an indefinite-delivery, indefinite-quantity (IDIQ), firm-fixed-price contract with a five-year total length: three-year base period plus two one-year option periods. The contracting activity restricts sourcing to these two suppliers based on their exclusive design approval and engineering source approval status under AMSC Code C, which requires qualification from approved sources to maintain part quality. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority for the other-than-full-and-open-competition procurement. Market research conducted from December 29, 2025 through February 4, 2026 contacted thirteen vendors but yielded responses only from Caterpillar Inc. and Ohio Machinery Co., with no viable alternate manufacturing sources identified. The solicitation will be synopsized on SAM.gov, posted to the DLA Internet Bid Board System for a minimum of 20 days, and will solicit dealers of the approved sources. The acquisition includes DLAD Procurement Note L04 permitting alternate product offers with technical acceptability evaluation for future procurements, and the document encourages potential sources to contact the Source Approval Monitor at DSCCAO-SAR@dla.mil to initiate source approval qualification procedures.
