Based on the reasons cited above, no actions have been taken or are being considered to overcome barriers to competition before any subsequent acquisition of supplies or services.
7. Market Research: The techniques used for market research were in accordance with FAR 10.002(b)(2)(i). The Stinger Missile System is considered a sunset weapon system with a replacement in development. Market research, performed , revealed no similar repair services available. Note that to perform such repair and return service a offeror would have to have working product and fabrication knowledge of the electronics and guidance sections within the Stinger missile. The offeror would also have to have special test equipment, designed to evaluate all parameters needed to ensure each trainer's accuracy. The timeline for development and prove out of such equipment would exceed one year and cause a year or more break in Stinger CFT and THT trainer repairs thus obstructing the units readiness because of lack of training for Stinger Missiles.
