JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Marine Corps Support Facility, Blount Island (MCSF-BI), Jacksonville, FL
2. Description of the Action Being Approved.
Award of a sole source contract in the amount of $500,000 to Standard Precast Inc. for
Watercraft Maintenance Stands in support of the Improved Navy Lighterage System
(INLS) for the Navy Support Management Branch (NSMB).
An additional $60,000 may be provided for the procurement of more pedestal stands when end-of-year funds are available.
3. Description of Supplies/Services.
Watercraft maintenance stands are required at Navy Point to support Improved Navy
Lighterage System (INLS) modules for storage and interface with the Government’s transporter during operations at Blount Island Command (BIC). INLS is placed on the maintenance stands by the Navy’s transporter or Navy Mobile Boat Hoist and need to be a specific shape, height and capacity to align with transporter access as well as the hull structural design. Standard Precast, Inc. is the original provider of the unique
INLS maintenance stands since INLS fielding. They performed a site visit at BICmd, observed portage operations, took measurements and designed the maintenance stands to meet four different requirements. The stands must meet inner dimensional requirements for the mobile boat hoist, outer dimensional requirements for the heavy lift transporter, square inch contact requirements for the seven different hull’s structural design and weight of the seven different hulls. BICmd currently has 188 maintenance stands manufactured by Standard Precast that meet all requirements.
These current maintenance stands provide a uniform appearance and identical staging, transport and dry-docking process and procedure throughout four different maintenance areas. All additional stands need to be consistent and standardized with existing stands to reduce operator error, ambiguity and guesswork and promote quality, productivity and an increase in employee effectiveness. In addition, consistency and standardization of these stands ensure that our employees are only required to become familiar with a single platform which ensures the safety of each employee as they work. The current maintenance stand design is proprietary.

4. Statutory Authority Permitting Other Than Full and Open Competition.
FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The source has established proprietary rights, limited rights in data, patent rights, copyrights or secret processes in the item or service required.
Standard Precast, Inc. collaborated with Concrete Engineering Solutions, LLC. to design stands that that fully meet the INLS weight and structural support requirements as well as dimensional requirements for interfacing with the mobile boat hoist and heavy lift transporter. The drawings were created and the pedestal and wedge-style stands were manufactured. The drawings were previously charged to NSMB and provided to the
Government. The drawings are proprietary to Standard Precast, Inc.
BICmd currently has 188 maintenance stands manufactured by Standard Precast that meet all requirements. These current maintenance stands provide a uniform appearance and identical staging, transport and dry-docking process and procedure throughout four different maintenance areas.
The importance of the stands being standardized, compatible and consistent is that it simplifies the dry-docking process in both placement/positioning and handling by material handling equipment and personnel. Utilizing the same maintenance stand avoids operator error and analytical rigor required in the placement of different types of stands to the different hull configurations. The current maintenance stands have an established, reliable, time-tested process used by employees that adhere to drydocking plans and ISO processes. Introducing a new type of stand would require doubling the administrative requirements to account for different stands. Standardization decreases ambiguity and guesswork, guarantees quality, boosts productivity, and increases employee effectiveness.
Uniformity avoids mismatching stands for a particular hull and provides a military appearance craft after craft as they are staged side by side. Lastly, the consistency and standardization with existing stands ensure the safety our our employees during use.

5. Rationale Justifying Use of Cited Statutory Authority.
Historical Summary: The first order of pedestal stands was executed by KBR in 2013.
The requirement was competed as a small business set-aside. A Request for Quote (RFQ) was sent to four small businesses and three responded with an offer. Standard Precast Inc.
offered the lowest price and received the award. The original purchase order number is
JAX103543.
In FY19, there was an increase in the demand for stands and the requirement was submitted to the Contract Support Management Office (CSMO). The table below details the FY19 purchases of pedestal stands.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
The market research summary above demonstrates that the design of the maintenance stands are proprietary to Standard Precast Inc. Current maintenance stands provide a uniform appearance and identical staging, transport and dry-docking process and procedure throughout four different maintenance areas. All additional stands need to be consistent and standardized with existing stands to reduce operator error, ambiguity and guesswork and promote quality, productivity and an increase in employee effectiveness.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable based on comparison of historical pricing.
8. Actions to Remove Barriers to Future Competition.
MCSF-BI will conduct market research for future competition when the current inventory maintenance stands has reached their end of life.
