About this file
This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items related to a federal contract opportunity for Phantom Oxygen Bottles.
The 48th RQS seeks to procure 25 Phantom Oxygen Systems (NSN: 8120-01-675-7824, PN: B47310-1) in support of Pararescue operations. This is a brand name, firm-fixed price contract action. The government determined there is only one authorized third party distributor, ECI Defense Group, for this item after an industry acquisition/merger. The government will continue market research to identify potential competition, but this brand name item is currently the sole product that meets the Air Force's requirements. The solicitation is issued as a Request for Quotation with a closing date of August 26, 2024. Award will be made to the lowest priced, technically acceptable offer.

A search for the identified NSN 8120-01-675-7824 and corresponding Part Number B47310-1 through sources AbilityOne, FEDMall and GSA retrieved zero results. An internet query rendered positive results by limited sources. Further research identified an Industry Acquisition/Merger of OEM Cobham Mission Systems by Eaton Technologies (Mission Systems Division). Reply received by Ms. Grace Davide of Eaton Mission Systems Division on 08/14 confirmed one authorized third party distributor for this NSN item, ECI Defense Group. Although the acquisition is estimated over the SAT, the NonManufaturer Rule does not apply as there is a Class Waiver for the designated NAICS 332420.
