About this file
This is a Justification for Other Than Full & Open Competition (J&A) document prepared by the Department of the Navy, DLA Maritime in Mechanicsburg, Pennsylvania.
The Navy seeks to acquire four split shaft seals (NSN 2040-0172-55163, Part Number H30491-02) through a firm fixed-price contract from Defense Maritime Solutions, Inc. (CAGE 0EYA6) via their authorized distributor Pioneer Industries, LLC (CAGE 66200). The acquisition is classified as spares with an expected final delivery date of June 18, 2027. Market research conducted through government databases (ITIMP, FLIS, and ERP) determined that Defense Maritime Solutions is the only known source capable of satisfying the requirement. The justification for sole-source procurement cites 10 USC 3204(A)(1), asserting that only one responsible source exists because the Government does not own the data or rights necessary to purchase or repair the part from alternative sources, and reverse engineering is deemed uneconomical. A Request for Information/Sources Sought Notice was posted on the government-wide point of entry on February 19, 2026 (with solicitation close date extended to May 7, 2026). The contracting officer determined the anticipated cost will be fair and reasonable using price analysis. To promote future competition, NAVSUP WSS commits to encouraging vendors to submit technical data packages for source approval and will continue advertising future requirements on the government-wide point of entry. The J&A received final legal sufficiency review and competition advocacy concurrence on June 23, 2026.

It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture/repair this item, A/RMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture/repair this item, A/RMCs 1 or 2 are valid.
This acquisition will be solicited to
DEFENSE MARITIME SOLUTIONS, INC. (CAGE 0EYA6). Based on the market research performed by the technical advocate, it is concluded that the only source of supply is DEFENSE MARITIME SOLUTIONS, INC. (CAGE 0EYA6) because they are currently the only source capable of satisfying this requirement. DEFENSE MARITIME SOLUTIONS, INC. (CAGE 0EYA6) is the only known source that has/owns the data, and it has been deemed uneconomical to pursue the acquisition of the data because the data and its content are not available. There are no authorized substitutes of this item as this is the only item known to meet performance and compatibility requirements within the higher assembly. Furthermore, there is no data to support an open and full competition. The item has to be tested within the upper assembly and qualify within approved testing specifications procedures, embedded coding procedures, design protocols, and internal QA requirements. NAVSUP-WSS must procure the item from DEFENSE MARITIME SOLUTIONS, INC.
(CAGE 0EYA6).

Source Validation Review
The contracting officer determines that the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable using price analysis and if necessary, cost analysis methods using other then certified cost and pricing data.
To promote competition, NAVSUP WSS will continue to encourage vendors with the expertise to manufacture/repair the subject item to submit a complete technical data package for review and source approval by the appropriate engineering source approval authority per the (WSS) guidelines. Also, future requirements will be advertised on the government-wide point of entry. For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible. Also, future requirements will be advertised on the government-wide point of entry.
