About this file
This is a Justification and Approval for Other Than Full and Open Competition document for a sole-source procurement of Probe Assembly, Sample components for the M1135 Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV).
The Defense Logistics Agency Weapons Support (DLAWS) at Warren is procuring a base quantity of 53 Probe Assemblies with an option for an additional 53 units from Bruker Detection Corporation (CAGE 360H2) or Bruker Optics GMBH & Co (CAGE C5048), part number 8003153 or MM 5000 G001, National Stock Number 6665-12-326-6355. The total estimated contract value is redacted but the base quantity totals 106 units. The procurement is awarded on a firm-fixed-price basis using Army Working Capital Funds. The authority for sole-source acquisition is 10 U.S.C. 3204(a)(1) under FAR 6.302-1, citing that supplies may be available only from the original source for continued development or production of a major system, and that awarding to another source would result in unacceptable delays or substantial cost duplication.
The justification establishes that the Government lacks technical data and computer software rights to enable competitive re-procurement, and that Bruker Detection Corporation is the sole contractor with the quality testing capabilities, production facility, and internal configuration controls necessary to produce the probe and interface with the M1135 Stryker NBCRV. Market research conducted in June and August 2025 via SAM.gov, internet searches, and Army Engineering evaluations found no equivalent competing probes meeting dimensional and interface requirements. Previous procurement attempts through other sources proved unsuccessful. The justification was approved by warrant authority on 12/16/2025. Subcontracting competition clauses will be included unless the contract is awarded to a small business.

SPRDL1-25-R-0247 (JA-01116)
Previous J&A: J&A SPRDL1-19-R-0298 house resources was conducted and revealed the item is not available through any depots or arsenals. Conducting a competitive acquisition was determined not to be feasible due to the lack of technical data as described above. Extension of the current contract and establishing a noncompetitive contract was also considered, however a justification would still be required, and a current contract does not exist for this item.
Efforts to Obtain Competition:
Effective competition: Due to the reasons cited in Section , the Government is not pursuing competition for this item. The notices required by FAR 5.201 shall be published, and any bids or proposals received shall be considered.
Subcontracting competition: Unless the contract is awarded to a small business, the solicitation and resulting contract will include FAR clauses 52.219-8, "Utilization of Small Business Concerns"; 52.244-5, "Competition in Subcontracting"; 52.219-16, "Liquidated Damages--Subcontracting Plan";" and Defense Federal Acquisition Regulation Supplement 252.219-7003, "Small Business Subcontracting Plan (DoD Contracts)," to maximize small business opportunities and utilization.
Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.
Market Research: A sources sought notice was posted to SAM.gov on 6 August 2025 and was open for 14 days.
Internet research was conducted in June 2025. A Google search returned past solicitations for the probe itself, and previous General Services Administration (GSA) Advantage listings. Previous procurement searches also showed the GSA Advantage listing which has now expired.
The US Army Combat Capabilities Development Command Engineering completed market research on 24 June 2025, searching for companies that can produce an air sampling probe. No companies had an equivalent probe that meets the dimensional requirements needed for the M1135 Stryker NBCRV or the interface with the other specialized M1135 Stryker NBCRV equipment.
Previous Procurement Request Order Number attempts were made to procure through other sources. Currently, the only viable option is from the Original Equipment Manufacturer for both new procurements and repair of the currently existing probes.
10. Interested Sources: To date no additional sources have expressed interest in this item.
