About this file

This is a Justification and Approval (J&A) document for a non-competitive sole-source procurement.

The Defense Logistics Agency - Land Warren (DLA-WRN) seeks to award a New Firm-Fixed-Price contract to Rotron Incorporated (CAGE 82877) for the supply of a circulating fan (NSN 4140-01-464-9823, part number 01693/12462717) used on the M2A3 Bradley Fighting Vehicle. The requirement is for 86 units with a total maximum contract value that is redacted. The acquisition method is Code 3 (acquire for the second or subsequent time directly from the actual manufacturer), with an Acquisition Method Suffix Code of B (restricted to source(s) specified on drawings/documents). The statutory authority cited is 10 U.S.C. 3204(a)(1) under FAR 6.302-1, invoking the "Only One Responsible Source" exception to full and open competition.

The justification asserts that Rotron, Inc. is the sole owner of technical data rights to the circulating fan and is the only entity capable of manufacturing, analyzing, and testing the component and its subsystems. The government contends that reverse engineering would require substantial investment estimated at a redacted amount, with payback requiring years of competitive savings at 25% reduction compared to current unit costs. Market research through a Sources Sought Notice (posted May 28, 2025, closed June 11, 2025) and web-based search identified limited alternatives; while three interested sources were identified (Aerapy LLC, BHPE LLC, and Flight Source Inc.), only Flight Source Inc. has completed vendor documentation. The procurement history shows two prior awards to Flight Source Inc. under contracts SPRDL1-24-P-0074 (August 6, 2024; $147,000) and SPRDL1-20-P-0121 (March 23, 2020; $190,400), both using other-than-new material. The document is dated September 9, 2025, and certified by the Contracting Officer Robert W. Harrison of DLA Land and Maritime.

Business Subcontracting Plan (DoD Contracts)", to maximize small business opportunities and utilization.

8. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

9. Market Research: A Sources Sought Notice was posted to SAM.gov on 28 May 2025 and was open for 15 days and closed on 11 June 2025.

The U.S. Army Combat Capabilities Development Command Engineering completed web-based market research on 23 May 2025, searching for companies capable of producing circulating fan with similar functionality.

There are very limited search results for circulation fans for a cabin filtration system application. Although there are companies that produce similar circulating fan, majority of alternative parts are for primarily the commercial automotive market. Extensive analysis, prototyping, and vehicle testing as described in Section 5 above would still need to be done to ensure that the new suppliers' hardware will properly meet performance specifications as defined in government drawings. The cost of such analysis, prototyping, and testing would far exceed any cost savings realized by adding another source
