About this file
This is a Justification and Approval (J&A) document for a sole-source procurement under Federal Acquisition Regulation (FAR) 6.302-1.
The Defense Logistics Agency - Land Warren (DLA-WRN) proposes to award a five-year, Indefinite Delivery Indefinite Quantity (IDIQ) long-term contract (LTC) to LOC Performance Products, LLC (doing business as "American Rheinmetall," CAGE 1V513) for the procurement of National Stock Number (NSN) 2530-01-532-1569 Wheel, Solid Rubber Tire road wheel assemblies. The contract is being awarded on a New Firm-Fixed-Price basis using Army Working Capital Funds. The minimum guaranteed quantity is 450 units with an estimated minimum value, and the maximum five-year quantity is 9,625 units with an estimated maximum contract value. The road wheel assembly is a critical component of the M88A2 Heavy Equipment Recovery Combat Utility Lift and Evacuation System (HERCULES) vehicle and requires validation to specification 12478120, which includes rigorous performance testing at material, component, and vehicle levels, culminating in a 1,000-mile endurance test. LOC Performance Products LLC is the only identified source that has demonstrated the requisite technical and engineering expertise to maintain the processing controls required to repeatedly produce the road wheel assembly meeting U.S. Army specifications. Market research including a 30-day Sources Sought Notice posted to SAM.gov on April 22, 2025, and internet searches identified three potential suppliers (TGL-SP, Horstman Group, and Hutchinson Inc.) that manufacture road wheels for tracked vehicles, but none manufacture M88A2-specific road wheels. No additional sources have expressed interest. The J&A was approved by the DLA Competition Advocate on August 4, 2025.

7. Actions to Increase Competition: This is a fully competitive procurement and source controlled for quality. There is currently no effort to establish additional sources for the road wheel assembly. If an additional interested source were to be identified, they would have developmental and manufacturing times estimated at eight months, followed by laboratory testing to the specification estimated at three months, and finally field testing estimated at four months. Following this the company would need to draft a Source Approval Request (SAR) presenting all manufacturing information including suppliers, certificates of conformance, internal Quality Control processes, and testing results to be submitted to the United States Government (USG) for the SAR review process with an estimated time of 6 months.
A significant barrier to establishing an additional source is the cost of the qualification testing which must be paid for by the manufacturer as the USG does not fund qualification testing. This may result in a search for additional suppliers turning up no additional leads.
8. Market Research: A Sources Sought Notice was posted to SAM.gov on 22 April 2025 and was open for 30 days.
Searches were conducted utilizing the google search engine by Sustainment Engineering on 3 April 2025, using the search term "tracked road wheel".
These searches resulted in the following websites being reviewed for suitable road wheels:
https://www.tgl-sp.com/product_category/road-wheel/ https://horstmangroup.com/horstman-products/horstman-wheel-technology/ https://www.hutchinsoninc.com/road-wheels/
While these suppliers manufacture road wheels for tracked usage, including the defense industry, none of them manufacture M88A2 specific road wheels that could be utilized for this procurement.
9. Interested Sources: To date no additional sources have expressed interest in this item.
