Justification and Approval for Other Than Full and Open Competition
This document is a Justification and Approval (J&A) for a sole-source contract award to Honeywell International Inc. for the 5K Tactical Advanced Land Inertial Navigation Unit (5K TALIN) with container. The Defense Logistics Agency – Land Warren is the contracting agency, and the award will be made using Army Working Capital Funds as a firm-fixed-price contract.
The procurement covers 54 base units with an option for an additional 54 units, totaling 108 units. The product (NSN 6605-01-708-4491, Part Number 13105162) is designed for use on Bradley Fighting Vehicles and the Bradley Fire Support Team (BFIST) variant, replacing the older 3K TALIN system. Honeywell is designated as the sole source because it is the original equipment manufacturer and the Government does not own the technical data rights or computer software necessary for competitive procurement. The justification cites the inability to recover reverse-engineering costs through subsequent competition within a reasonable timeframe, as the estimated savings from competition would take over multiple years to offset development expenses. The container must be sourced from approved vendors (Advanced Packaging Inc, Hardigg Industries LLC, or Erie Engineered Products Inc). Market research conducted on April 15, 2025, and a 30-day Sources Sought posting on SAM.gov on April 17, 2025, yielded no competing sources. The contract requires certified cost and pricing data submission. The Competition Advocate approved the acquisition under 10 U.S.C. § 3204(a)(1) for acquisitions between $750,000 and $15 million.

No Previous J&A is Available
The USG would not be able to recover, through subsequent competition, the duplication of costs involved in reverse engineering the item to create a competitive technical data package (TDP) or qualify additional source(s) within a reasonable time frame. At the current average usage rate of , a current unit cost of , and assuming 25% savings achieved through competition, the in annual savings would take over years to offset the estimated cost of reverse engineering the item and validating a competitive TDP or qualifying another source.
Note: The container (Naval PN: 15450-200) for the 5K TALIN must be sourced (by Honeywell) from any of the approved sources [Advanced Packaging Inc (CAGE:
61528), Hardigg Industries LLC (CAGE: 11214) and Erie Engineered Products Inc
(CAGE: 98425)].
