About this file

This Justification and Approval (J&A) document is for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Grove U.S., LLC for a Cylinder Assembly, Actuating, Linear (NSN 3040-01-207-9239) used on M977, M984, and M985 Heavy Expanded Mobility Tactical (HEMTT) tow trucks. The Defense Logistics Agency - Land Warren (DLA-WRN) will procure a minimum of 12 and a maximum of 300 units, with the total estimated maximum value redacted. The contract will be awarded to Grove as the sole source due to their specific design and testing of the hydraulic cylinder for the HEMTT variant, with no adequate alternative sources identified through market research.

The procurement will be made under the authority of 10 U.S.C. 3204(a)(1) for other than full and open competition. Market research included a Sources Sought Notice on SAM.gov, with only one firm (BHPE LLC) expressing interest. Internet searches of hydraulic cylinder manufacturers like Magister Hydraulic, Grainger, Tractor Supply, Parker, and Northern Tool did not yield suitable alternatives. The contract will be awarded to Melton Sales and Service on 2 May 2024, with the contract specialist noting that unless awarded to a small business, the solicitation will include clauses to maximize small business opportunities in subcontracting.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 19 March 2025 and was open for 15 days.

One firm (BHPE LLC) expressed its interest in the upcoming procurement. The contract specialist responded that BHPE LLC will be alerted when the solicitation is issued.

The GVSC Tactical Vehicle Sustainment Engineer performed the following internet searches in March 2025 to find suitable competition for the Cylinder Assembly, Actuating, Linear.

Findings:

When searching for alternatives, the engineer came across Magister Hydraulic, Grainger, Tractor Supply, Parker, and Northern Tool which offer industry solutions for linear actuators/hydraulic cylinders. The information provided on these websites was not sufficient to determine if they would serve as a suitable direct replacement for the current differential assembly provided by Grove used on the HEMTT tow truck.
