About this file

This is a Justification and Approval (J&A) document for other than full and open competition for federal procurement SPRDL1-25-R-0138, issued by the Defense Logistics Agency - Land Warren (DLA-WRN).

The contracting action involves awarding a new firm-fixed-price, five-year, indefinite delivery indefinite quantity (IDIQ) long-term contract to Consumer Fuels, Inc. (CAGE 07PR8) for the supply of Muzzle Velocity Sensor System (MVSS) Sensor Head Kit, NSN 1290-01-618-4602, part number 13033997. The kit is used on M777A2 and M119A3 Howitzer weapons systems with a minimum guaranteed quantity of 15 units and maximum quantity of 313 units, estimated at an annual usage rate of 63 units. The procurement is funded with Army Working Capital Funds.

The justification for sole-source procurement under 10 U.S.C. § 3204(a)(1) and FAR 6.302-1 cites that Consumer Fuels, Inc. is the only approved source and responsible supplier that has passed rigorous government qualification testing for performance, reliability, and durability. The government lacks complete technical data, build-to-print technical data packages, and manufacturing details necessary for competitive re-procurement. Reverse engineering would be the only option to increase competition but would be cost-prohibitive, requiring significant time and resources with estimated costs exceeding $2,430,000 to qualify alternative sources. A Sources Sought Notice posted to SAM.gov on April 4, 2025, generated no responses, and market research found no viable alternative suppliers. The contract action was approved by the Competition Advocate on July 28, 2025, subject to fund availability.

7. Actions to Increase Competition: There are no plans to increase competition for future procurements due to the reasons cited above. Contractors are welcome to submit a source approval request through the Competition Management Office to become a qualified source.

8. Market Research: A Sources Sought Notice was posted to SAM.gov on 04 April 2025 and was open for 30 days. No responses were received.

In addition to the Sources Sought Notice, additional market research was performed on 03 March 2025, reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers on-line. A search was made to find distributors using key word term “MVSS Sensor Head Kit 13033997”. This search resulted in only distributors for this item:

• WBParts, Inc. – A search on https://www.wbparts.com/ using key words MVSS Sensor Head Kit 13033997 yielded no results.

• NSN Depot – A search on https://www.nsndepot.com/ using key words MVSS Sensor Head Kit 13033997 yielded no results.

• NSN Lookup – A search on https://www.nsnlookup.com/ using key words MVSS Sensor Head Kit 13033997 yielded no results.

Another search was conducted using key words “Muzzle Velocity Sensor Head”. This search resulted in websites for Weibel Scientific, Pasco Scientific, and MVR-RSL Electronics. Weibel Scientific is the current manufacturer. Upon researching the other websites, nothing was found that was a direct replacement. Any item found would need to be tested before it would be allowed to be used on the Howitzer.

Finally, the Government searched for “Muzzle Velocity Sensor Large Caliber”. This search resulted in websites for Applied Ballistics and Caldwell. These results only offered options for smaller rifle sized armaments and no results for cannon sized artillery. Other websites offered more products that are not compatible with our requirements for MVSS Sensor Head Kit.

9. Interested Sources: To date no additional sources have expressed interest in this item.
